Background
On January 28, 2019, the Village Board updated Chapter 30 ("Special Events") of the Municipal Code to provide that the Village shall issue annually a fee schedule for Village personnel, services, and equipment required for special events. The code provides that such schedule shall be based upon the Village's adopted budget, employee wages and benefits as determined by the applicable collective bargaining agreements, and appointee pay plan schedules for Village employees.

On November 21, 2022, the Village Board adopted an ordinance amending Chapter 30 to provide pandemic-related relief in the form of a discount for certain special event fees to non-profit groups and community partners who conduct special events. This discount consisted of a fee waiver of 25% of the cost of labor and materials for events held in 2022 and 2023.

The Board has subsequently adopted goals for 2024 and 2025, including three priorities related to special events programming: Priorities 2 and 5 under the goal of Vibrant, Diverse, Connected Neighborhoods, and Priority 2 under the goal of Economic Vitality. In the FY24 Budget, Development Services has budgeted $25,000 for programming that supports the Board's special event-related goals. Specific economic vitality initiatives are being finalized by Development Services and will be presented to the Board at a subsequent meeting.
