Background
VFJ Enterprises II Inc., DBA Chicago's Home of Chicken & Waffles ("Chicken & Waffles") seeks a Restaurant Class B-6 liquor license. The license would permit Chicken & Waffles customers to bring their own beer and wine into the restaurant for consumption with food. Chicken & Waffles was previously authorized to obtain a Restaurant Class B-2 liquor license which would authorize it to serve and sell beer and wine. Chicken & Waffles, however, determined that it would be better served to have a Class B-6 liquor license.
As part of its application, Chicken & Waffles seeks authorization to charge what is commonly known as a corkage fee. Such a fee would allow Class B-6 licensees to be reimbursed for allowing its customers to consume beer and wine on their premises, including for any applicable supplies and the training of its staff with regard to the consumption of alcoholic liquors and the service of alcoholic liquors.
