Background
On July 18, 2016, the Village Board adopted a Crime Free Housing Ordinance which is codified as Section 12-2-12 of the Oak Park Village Code. The Ordinance was adopted after a series of criminal activities occurred at rental properties in the Village. The Ordinance required owners to attend a crime free housing seminar that the Village incorporates into its annual management seminar. Additionally, Section 12-2-12 provides that all leases are required to contain a crime-free housing lease addendum substantially in the form provided in the Ordinance.

On April 20, 2022, the Village received a letter from the NAACP and the NYU School of Law stating that certain provisions of the crime-free lease addendum requirement are vague and overbroad. Staff recommends repealing the crime-free lease addendum requirement in its entirety and maintaining the annual management seminar requirement for Village apartment building owners. The annual management seminar pre-dates the Crime Free Housing Ordinance and is a valuable communication tool with Village apartment building owners.
