Background
The proposed ordinance was presented to the Liquor Control Review Board ("LCRB") at the LCRB's August 25, 2022, special meeting at the request of Noble Kinsman Brewing Company, LLC, DBA Kinslahger Brewing Company ("Kinslahger"). Kinslahger is the Village's sole Class D-15 liquor licensee and it is located at 6806 Roosevelt Road. The State of Illinois amended its Class 3 Brewer's License classification to expand what types of alcoholic liquors can be sold in brewers' tasting rooms. The ordinance provides for a definition of a craft brewery consistent with state statute and expands the types of alcoholic liquors that can be sold consistent with the State of Illinois. In order for Kinslahger to take advantage of the expansion of its State license, the Village must amend its Class D-15 classification consistent with State law. The LCRB voted to unanimously recommend that the ordinance be adopted by the Village Board.
