Overview
The Metropolitan Water Reclamation District (MWRD) recently released a call for applications for funding for projects to install green infrastructure with applications due September 5th. Staff reviewed future projects already identified in the 5-year Capital Improvement Plan to determine what projects would be the best candidates for applying for these funds. Staff submitted an application for a project which includes the construction of four permeable alleys and the installation of permeable pavements in Parking Lot 10 by North Boulevard east of Marion Street for construction in 2024. The MWRD grant is a cost-sharing program that may fund approximately 40% of the costs of the work.

Fiscal Impact
The proposed FY2023 Budget includes funds in the Capital Improvement Fund for the design of the 2024 Alley Improvement Project and the design of the Parking Lot 10 Project. Construction is planned for 2024. The construction cost of the four green alleys is estimated at $645,000 and costs for the reconstruction of the parking lot pavement with new permeable pavement is estimated at $600,000. The Village is requesting that MWRD fund 40% of the project's costs, roughly $498,000.
Background
In August, the Metropolitan Water Reclamation District of Greater Chicago (MWRD) announced they would be accepting applications for the Green Infrastructure (GI) Partnership Program to help fund projects that reduce wet-weather flows to combined sewer systems. Examples of typical green infrastructure projects are permeable pavements, rain gardens, bioswales, etc...
