Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Bids were opened on August 11, 2022, for Project 22-6, Pavement Preservation. Three contractors picked up proposal documents and one bid were received. The only bid was submitted by R.W. Dunteman Company in an amount of $763,500 which is over the engineer's estimate and the $450,000 budget amount. The Engineering Division recommends rejecting the bid, revising the project's scope, and rebidding the project.

The FY2023 Budget includes $450,000 for pavement preservation in the Capital Improvement Fund, Public Works - Engineering, Pavement Preservation account no. 3095-43780-101-570977. The bid of $763,500 is substantially higher than the budgeted amount for the project.

Pending Village Board concurrence, staff will reduce the scope of the project and rebid the work to stay within the budgeted amount.

Background
The 2022 pavement preservation project includes crack filling, pavement patching, installing seal coats, and micro-surfacing various local streets throughout the Village. The Village previously bid the project in August and only received one bid for the work. The bid was over the budgeted amount. After discussions with the low-bid contractor, the reason for the high bid was primarily due to the lack of availability of the micro-surfacing subcontractor. There are only a few Microsurfacing contractors for the entire Midwest region.
