Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Background
As a result of the Village Board's discussion regarding 24-hour service stations at the September 6, 2022 Village Board meeting, the Board requested that an ordinance be presented at the September 19, 2022 Board meeting to regulate the hours of operation of service stations in the Village. As a result, the attached ordinance has been drafted per the Board's direction to require that service stations close at 12:00 A.M. and be permitted to reopen at 5:00 A.M. daily. There are currently seven (7) twenty-four-hour service stations in the Village. A service station located at 100 Chicago Avenue was previously a 24-hour service station until mid-July of this year when it changed its hours to close at 11:00 P.M. and reopen at 5:00 A.M.

The Board requested this ordinance due to the violent criminal offenses that have occurred at 24-hour service stations between January 1, 2019 through July 29, 2022. During this time frame, there were 16 violent criminal offenses at 24-hour service stations, 11 of which occurred between the hours of 12:00 A.M. and 5:00 A.M., and four of these offenses involved the discharge of a firearm.
