Background

If this motion is approved, staff will act to place this request on the West Suburban Consolidated Dispatch Center (WSCDC) Board agenda for the discussion at its upcoming meeting on November 19th. Approval of this request by WSCDC will require the Forest Park and River Forest police chiefs to agree to support this request given that the villages all share a call group for police calls. If approved, the quickest implementation would include retrofitting the existing recorder to enable the delayed encryption via Broadcastify, which is much less expensive than replacing the recorder.

Timing Considerations

Delayed encryption will be possible after the new CAD/RMS goes live in December 2026.

Financial Impact

WSCDC would need to agree by majority vote (River Forest, Oak Park, and Forest Park) to retrofit the logging recorder at a cost of approximately $15,000 and enter to an agreement and establish an account with Broadcastify.com. This purchase will require a budget amendment.

There is no operating impact associated with this item. The item aligns with the department’s core service delivery.
