Overview

Competitive bids were opened on February 17, 2022, for the 2022 Alley Improvements Project.  Seven contractors picked up bid documents and five bids were received.  The low responsible bid was submitted by Triggi Construction, Inc. in the amount of $1,289,791. The project includes the replacement of ten alleys throughout the village of which four are green alleys. The Village received a $475,000 grant from the Metropolitan Water Reclamation District of Greater Chicago (MWRD) to help fund the construction of the green alleys.

Fiscal Impact

The FY22 Budget includes $1.4M for the construction of this project. The low bid of $1,289,791 is under the budgeted amount for the project. 

 

The project is funded through multiple accounts.  The FY22 Budget includes $400,000 in the Community Development Block Grant Fund (CDBG), DCS - Neighborhood Services - CDBG, for VOP PW - Alley Improvements account no. 2083-46201-101-583657.  Due to underspending  in the CDBG fund, staff is recommending increasing the CDBG funds for this project to the maximum eligible amount of $426,000.  The FY22 Budget also includes $950,000 in the Capital Improvement Fund, Public Works - Engineering, Alley Improvements account no. 3095-43780-101-570964 which will fund the remaining $863,791 needed for this project.

 

The Village will be reimbursed up to $475,000 by MWRD per the grant for this project.   

 

Residents have the option to have their private garage aprons reconstructed during the project at the contract unit price and reimburse the Village for these costs.  Revenues received from residents for this garage apron work will offset expenditures for the work.        

 

Background

This project includes rebuilding ten alley segments throughout the Village of which four are green alleys. Green alleys feature permeable brick pavement that allows rainwater to drain into the soil rather than the village sewer system. The village has a small area of sandy soils that allow for more cost-effective installations of permeable pavements since the water can readily infiltrate into the sand as compared to clay-based soils. The alleys being replaced under this contract have an average condition score of 37 with a 100 being a newly constructed alley whereas the overall system average condition score is 69.  A map showing the locations of the alleys being replaced as part of this contract is attached.  This project was originally intended to be constructed in 2020 but due to budget reductions associated with the COVID pandemic were deferred until 2022.

 

This project includes the installation of four green alleys.  The Village received a $475,000 grant from MWRD to install this green infrastructure to reduce the amount of stormwater being conveyed in the sewers and treated at the sewer treatment plants. The grant reimburses 37.11% of the total project’s construction costs up to $475,000. MWRD will reimburse 50% of the grant moneys halfway through construction and the remaining 50% at final completion and after final inspection by the MWRD.   

 

The contractor, Triggi Construction, Inc., has previously completed alley improvements in the Village of Oak Park and has done an excellent job.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On June 17, 2019, the Village Board approved an Intergovernmental Agreement between the Village of Oak Park and the Metropolitan Water Reclamation District of Greater Chicago for the Design, Construction, Operation, and Maintenance of the Green Alley Improvements Project and Authorizing its Execution.

 

On January 19, 2021, the Village Board rejected a Motion to Direct Staff to Bid the 2021 Green Alley Improvement Project and Prepare the Necessary Budget Amendments to Use Sustainability Funds to Fund the Construction and Construction Engineering Costs for the Project

 

On February 8, 2021, the Village Board rejected a Motion to Concur with the Environment and Energy Commission’s Recommendation to Use Sustainability Funds to Fund the 2021 Green Alley Improvement Project and Reimburse the Sustainability Fund in the Fiscal Year 2022 Budget for the Costs and Direct Staff to Bid the Project and Prepare the Necessary Budget Amendments to Use Sustainability Funds to Fund the Construction and Construction Engineering Costs for the Project

 

On March 1, 2021, the Village Board approved a Resolution Authorizing the Village of Oak Park to Request that the Metropolitan Water Reclamation District of Greater Chicago Defer Construction of the Green Alley Improvement Project, 19-IGA-14, to 2022 

 

On December 6, 2021, Village Board approved a Task Order for Professional Engineering Services with Edwin Hancock Engineering Co. for Design and Construction Engineering Services for Alley Improvements in 2022 in an amount not to exceed $281,032

Anticipated Future Actions/Commitments

Pending Village Board concurrence, staff will prepare an amendment to the Program Year 2021 Action Plan for Village Board approval to reflect the additional $26,000 in CDBG funds being used for this project.   

 

Intergovernmental Cooperation Opportunities

The green alley project involves the Village working together with MWRD to construct green infrastructure to reduce the amount of stormwater being conveyed in the sewers and treated at the sewer treatment plants which improves the environment by reducing emissions associated with electricity and improves water quality by reducing combined sewer overflows.
