In 2015 the Department of Public Works anticipates the planting of approximately 450 new parkway trees. This item allows McAdam Landscaping, Inc. to provide tree watering services to the Village utilizing the first of two contract renewals.

Approval.
Fiscal Impact
The 2014 Capital Improvement Fund, Account No. 3095-43780-101-570957 has $200,000.00 budgeted for tree replacement. This account is to be used for tree purchasing, planting, and mulching ($165,000.00) and tree watering ($35,000.00).
Background
In 2014, proposals were received for the Village's Parkway Tree Watering Program. The Village entered into a one year agreement with the low bidder, McAdam Landscaping, Inc. They did an excellent job in 2014 and have confirmed their interest in renewing their agreeement with the Village for 2015. They have requested a price increase of 1.8% based on the Consumer Price index increase from last year.
Watering trees is the most important thing that can be done to protect the Village's investment. Watering is accomplished by placing either 15-gallon or 20-gallon polyethylene "gator bags" around the base of the tree and filling the bag with water. The bag is a polyethylene bladder with pin holes at the bottom that slowly release water over the course of several days, and is refilled each week over the growing season.
This would be the first of two renewals to the 2014 service agreement with McAdam Landscaping, Inc.
Alternatives
The alternative would be to perform this work in-house. The use of a contractor for this service allows in-house Forestry Division personnel to concentrate on other divisional operations such as tree trimming, removal of non-diseased trees, Dutch Elm Disease, Emerald Ash Borer identification and control, and customer service requests.
Previous Board Action
In 2014 the Village Board awarded the Tree Watering contract to McAdam Landscaping in the amount of $30,000.00 when they were identified as the qualified low bidder through an open competitive bidding process.
