Overview
The Village of Oak Park received a grant award of $500,000 from the Metropolitan Water Reclamation District (MWRD) for their Green Infrastructure Partnership Program for the construction of four (4) permeable alleys and Parking Lot 10 for construction in 2024. Edwin Hancock is currently designing the 2024 alleys. An amendment to the Task Order is needed in order for Hancock to design these additional permeable alleys.

Background
The Village recently received notice of the award of a Metropolitan Water Reclamation District of Greater Chicago (MWRD) Green Infrastructure Program cost-sharing grant for the construction of four (4) green alleys in 2024. The MWRD grant program will fund approximately 40% of the construction cost of these alleys. Construction of the alleys is estimated to cost approximately $700,000, using approximately $280,000 in MWRD funds. Per the terms of the Intergovernmental Agreement with MWRD, the design of the alleys must be complete by the end of 2023, with construction occurring in 2024.
Edwin Hancock Engineering Co. (Hancock) was already in the process of designing the 2024 Alley Improvement Project. Staff requested a proposal from Hancock to perform the engineering design and environmental reviews of these four (4) green alleys. The cost for this additional design work is $23,168. This Amendment to the Task Order with Hancock increases the amount of the Task Order from $281,312 to $304,480. There are available funds from savings in the 23-4 Alley Improvement Project, which is approximately $90,000 under budget, to cover these additional costs for design.
Fiscal Impact
There is approximately $94,326 available in the Fiscal Year 2023 Main Capital Improvement Fund Budget in account # 3095-43780-101-570964 (Public Works - Engineering, Alley Improvements) from savings on the construction contract to cover the additional $23,168 needed for this additional design work.
DEI Impact
The installation of green infrastructure helps mitigate the volume of water entering the Village’s combined sewer system and meets the goals of the Climate Ready Oak Park Plan.

On September 20, 2021, the Village Board approved a Three-Year Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional one-year periods.
