The Village received four bids for the Bridge Rehabilitation Program construction project with the lowest qualified bid from ERA-Valdivia Contractors, Inc. in an amount of $995,668.  The project involves fencing and joint repairs, bridge deck patching, protective shielding under the bridges crossing I-290 at Lombard, East, and Oak Park Avenues, and sealing the pavement on the Home Avenue Bridge.

Prior Board Action

The Board has taken the following prior action:

                     The Village Board approved a Task Order for Professional Engineering Services with TranSystems Corporation for Design and Construction Engineering Services for the 2024 Bridge Repair Project, in an amount not to exceed $69,940 on July 31, 2023 (RES 23-236)

Background

The Village has maintenance responsibility for the bridge decks over I-290 for the bridges at Home, Oak Park, East, and Lombard Avenues, as well as the west half of Austin Boulevard.   This project is for repairs and improvements to the bridges over I-290 at Home Avenue, Oak Park, East, and Lombard Avenues, and East Avenue. On the Home Avenue Bridge, the work includes sealing the bridge deck pavement. On the Oak Park Avenue Bridge, the work includes fencing repairs, pavement patching (primarily in sidewalk locations), joint repair, pavement sealing and striping, and installing protective shielding under the bridge to protect drivers and the railroads from falling debris during and after construction. On the East Avenue Bridge, the work includes minor pavement patching, crack sealing, and pavement sealing and striping. On the Lombard Avenue Bridge, the work includes significant pavement patching, joint repair, pavement sealing and striping, and protective shielding. The majority of the work on this contract is focused on the Lombard and Oak Park Avenue Bridges. 

The work will require the closure of the Lombard Avenue bridge during the repairs. Vehicular traffic will be detoured to Austin. Access to the CTA station for pedestrians will be maintained. In general, work on the East Avenue Bridge will require closing East Avenue to southbound traffic, which will be detoured to Ridgeland. Access to the CTA station will be maintained. In general, work on the Oak Park Avenue Bridge will not require the closure of the bridge to traffic. Access to the CTA station will be maintained. Sealing the pavement on the Home Avenue Bridge will require a short-term closure of the bridge for cleaning and sealing, and the work will be done in the summer when schools are out of session.         

To complete this work, the contractor must coordinate with CSX railroad and the CTA to obtain access to their property and schedule railroad flaggers. This railroad coordination takes several months. There will be overnight work for any construction and installation of protective shielding under the bridges, which requires lane closures on I-290 and with certain activities over active rail lines for CTA. Construction of the project is planned for the summer of 2025, with a completion date in October of 2025. 

The Village received four bids for this project with the lowest qualified by from ERA-Valdivia Contractors. ERA-Valdivia previously completed bridge patching projects for the Village in 2019 at Home Avenue and East Avenue and did an excellent job. The project will be managed by TranSystems Corporation, who is already under a Task Order for the design and construction management of this project.         

Timing Considerations

Adoption of the Resolution at this time will allow for the contractor to start coordination with the CSX railroad, CTA, and IDOT for necessary permits, railroad access agreements, and the scheduling of railroad flaggers. This coordination needs to occur prior to starting any construction that impacts these agencies so that construction of the project can be completed by the fall of 2025.  Construction is scheduled for completion in October of 2025. 

Budget Impact

There is $4,235,000 available for this work in the FY 2025 Budget in the Capital Improvement Fund in the Capital Improvement Fund, Public Works - Engineering, for Local Street Construction account no. 3095-43780-101-570951.

There is no DEI impact associated with the construction project. The low bidder, Era-Valdivia Contractors, Inc. is a registered minority business enterprise (MBE).

Staff Recommendation

Adopt the Resolution, which will allow for the construction of this project to move forward on its desired schedule.
