Staff Recommendation
Staff recommends the approval of a Resolution authorizing purchase of four 2015 Ford Fusion Hybrid sedans from Currie Motors of Frankfort, Illinois, and waiving the Village's bid process.
Fiscal Impact
The purchase of each 2015 Ford Fusion Hybrid sedan will cost $24,770.00 as shown on the attachment. The total cost for four vehicles will be $99,080.00.
Funding is provided through the Fleet Replacement Fund, account No. 3032-43900-101-570750, in the amount of $81,000.00 for three administration vehicles, and from the Water and Sewer Fund, account No. 5040-43730-777-570750 in the amount of $27,000.00 for replacement of the water meter reader vehicle.
Background
Each year, the Village allocates funds for the annual replacement of vehicles. The Public Works Department manages the budget for vehicles that will replace those units having reached the end of their service life under the fleet replacement program. The intent of the fleet replacement program is to replace vehicles and equipment using the established criteria for replacement of fleet vehicles/equipment, including age of vehicle/year purchased, mileage or hours, type of use (full time, seasonal, emergency, non-emergency, etc.), consequences of down time, maintenance history & costs, drivers evaluations, trade-in or resale values and indispensability of vehicle/equipment as a guide to guard against excessive maintenance costs and low resale values.
The Fleet Division's goal is to standardize vehicle acquisitions whenever possible in support of the fleet maintenance program and to operate the Village's fleet in a fiscally responsible manner.
The vehicles being replaced are 2001 and 2003 Bi Fuel Compressed Natural Gas (CNG) Chevrolet Cavaliers.
The new vehicles will have the standard front wheel drive package and come with a three year, 36,000 mile bumper to bumper/five year 60,000 Powertrain warranty.
The existing Bi Fuel Cavaliers will be sent to Auction for sale.
Alternatives
The alternative to not purchasing the new vehicles would be to keep the existing vehicles. However, replacement parts are becoming difficult to procure as well as the CNG tanks are reaching their expiration dates.
An alternative to the 2015 Ford Hybrid Fusion would be 2015 Ford Focus. The Focus is not in line with our Green initiative as it is a strictly gasoline powered. The cost for one Ford Focus is $14,604.00. Depending upon fuel prices and resale the vehicles should even out around 8-10 years.
Previous Board Action
The Village Board has annually approved replacement of vehicles per the approved Fleet Replacement Fund Budget.

Anticipated Future Actions/Commitments
The Public Works Department brings vehicle replacement requests to the Village Board annually.
Intergovernmental Cooperation Opportunities
The vehicles are purchased through the Suburban Purchasing Cooperative in order to take advantage of the volume discounts involved in such joint purchasing efforts.
