Overview
As part of the five-year Program Year (PY) Consolidated Plan for Housing and Community Development, or “Con Plan,” the Village has prepared the draft PY 2024 Action Plan. The Con Plan guides decisions for allocating Community Development Block Grant funds, including proposed CDBG activities that the Community Development Citizen Advisory Commission (“CDCAC”) recommends the Board approves.

Background
Each year, the Village must prepare an Annual Action Plan (“Action Plan”) to receive Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”). The purpose of the CDBG Program is to meet the needs of primarily low- and moderate-income persons. The Action Plan describes Village funding allocations for Program Year 2024 (“PY 2024”) which begins on October 1, 2024.
The Village will receive $1,581,724 in CDBG funding for PY 2024, a 1% increase from the $1,539,187 received in PY 2023. The Village did not receive CDBG Emergency Solutions Grant (ESG) monies in PY 2024 and has not received these monies since PY 2019.
The CDCAC reviewed PY 2024 applications, held three public meetings, including two meeting presentations from applicants, and recommends specific funding allocations to the Village Board for numerous non-profit agencies that will carry out CDBG Public Services, CDBG Facility Improvement projects, and CDBG Administration. These recommendations became part of the draft PY 2024 Action Plan, including Village-operated projects; Public Works infrastructure, Neighborhood Services housing programs, and the Public Health Department Farmer’s Market
Fiscal Impact
The Village of Oak Park is an entitlement community receiving an annual grant from the U.S. Department of Housing and Urban Development (HUD). There is no fiscal impact on the General Revenue funds. All monies will come from the CDBG fund. The total cost of the proposed program is $2,226,282.88. This will come from $1,581,724 in PY 2024 CDBG funds and 2022 prior year funds in the amount of $644,558.88.
DEI Impact
The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meets one of three national objectives. The three national objectives area: 1) benefit to low- and moderate-income (LMI) persons; 2) aid in the prevention or elimination of slums or blight; and 3) meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.
The Oak Park CDBG program focuses on the first national objective to benefit low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ)

The Board can choose not to approve the Resolution.
Previous Board Action
On June 4, 2024, the Village Board approved a Motion to Concur with the CDCAC funding recommendations.
Citizen Advisory Commission Action
The Community Development Citizens Advisory Commission (CDCAC) reviewed applications, held three public meetings, including two meetings of applicant presentations, and developed the recommendations for the PY 2024 CDBG funding. The last of these three meetings was a Public Hearing. There were no formal public comments at the Public Hearing. Staff recommends the Village Board approve these funding recommendations.
Anticipated Future Actions/Commitments
After the Board approval, the Village will release the draft PY 2024 Action Plan for a 30-day comment period. The Village will advertise the availability of the document and the public can review and provide comments. After this comment period, a final PY 2024 Action Plan will go to the Village Board on July 16, 2024, for approval. This plan will be submitted to HUD on or before August 15, 2024, as required by HUD deadlines.
Intergovernmental Cooperation Opportunities
As a member of the Cook County HOME Program Consortium, the Village is submitting the PY 2024 Action Plan to HUD in partnership with Cook County.
