Overview
Competitive bids were opened on July 23, 2015, for the Harrison Street Lighting Improvements Project 15-17. Six contractors picked up bid documents and three bids were received. The low responsible bid was submitted by H&H Electric Co. in an amount of $789,238.50.

Fiscal Impact
The costs for project would be funded through the FY2015 Capital Improvement Fund for Street Lighting Improvements account no. 3095-43780-101-570954 which has $943,621 of available funds for this project.
The as-bid project scope has been reduced by eliminating a one block segment from Elmwood to Ridgeland which is estimated to reduce the project cost by approximately $65,000 for an estimated revised construction cost of $724,000. Since final construction costs reflecting the new scope have not yet been formally agreed upon at this time staff is recommending awarding the contract at the full bid amount and reducing the scope and cost during construction.
Background
The project includes replacement of the street and pedestrian level lighting on Harrison Street in the Harrison Arts District. The original project limits (Elmwood Ave to Austin Blvd) have been revised to eliminate the portion from Elmwood to Ridgeland in order to reduce costs. The project includes the installation of 35 (39 originally) combination street and pedestrian level ornamental light poles with LED lights to provide better lighting throughout this business district to improve safety and to enhance the district.
In 2007 the Village and the Harrison Arts District worked on an Urban Design Plan which included various streetscape projects. Street lighting was one of improvements outlined from the plan. The project has been coordinated with the business district to gather input on the light pole selection, location, and quality of the lighting.
The project is scheduled to be constructed in the spring of 2016.

The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
On March 16, 2015 the Village Board approved an agreement for the engineering of the Harrison Street Lighting Improvement Project.
