Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The Program Year (PY) Action Plan is part of the five-year PY 2020-2024 Consolidated Plan for Housing and Community Development (“Con Plan”), which guides decisions for allocating Community Development Block Grant (“CDBG”) funds. The Village Board has released the Draft PY 2023 Action Plan for a 30-day comment period, and with no comments received, can now approve the final PY 2023 Action Plan and allow the Village Manager to submit the Plan to the U.S. Department of Housing and Urban Development.

Background

Each year, the Village must prepare an Annual Action Plan in order to receive CDBG funds from HUD. The purpose of the CDBG program is to meet the needs of primarily low-and moderate-income persons. The Action Plan describes the funding allocations the Village is making for PY 2023, which begins on October 1, 2023, in order to serve these populations.

 

The Village will receive $1,539,187 in CDBG funding for PY 2023, which is a 1% decrease from the $1,553,643 that was received in PY 2022. For historical reference, the Village received $1,653,543 in PY2021. As was the case in PY21 and PY22, the Village is not receiving any CDBG Emergency Solutions Grant (ESG) monies in PY 2023.

 

The Community Development Citizen Advisory Commission (CDCAC) reviewed PY 2023 applications, held four public meetings, including two meeting presentations from applicants, and is now recommending specific funding allocations to the Village Board for numerous non-profit agencies. These non-profit agencies will carry out CDBG Public Service, CDBG Facility Improvement, and CDBG Administration activities. These recommendations become part of the PY 2023 Action Plan, which also includes CDBG-funded Village of Oak Park-operated projects and programs.

 

Per guidance from HUD, this is an amended PY23 Annual Action Plan removing the initially proposed activity with the Oak Park Fire Department. The new proposed PY23 CDBG budget is $2,396,971 and the $500,000 will return to prior unused funds. Village Staff will work with HUD to outline a plan for the unused funds in PY23.

 

 

 

 

Fiscal Impact

The Village is an entitlement community receiving an annual grant from the U.S. Department of Housing and Urban Development (HUD). There is no fiscal impact on the General Fund.

 

DEI Impact

The Village’s Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objective areas are as follows: 1) Benefit to low-and moderate-income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. Any activity that does not meet a national objective is not compliant with CDBG requirements.

 

The Oak Park CDBG Program focuses on the first national objective which benefits low-and moderate-income persons. This objective includes the following activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).

Previous Board Action

On June 5, 2023, the Village Board approved the PY23 program funding, per sub-recipient, based on the CDCAC recommendations.

 

On June 20, 2023, the Village Board approved the release of the draft PY 2023 Annual Action Plan for a 30-day public comment period.

 

Citizen Advisory Commission Action

The CDCAC reviewed applications, held four public meetings, including two meetings of applicant presentations, and developed recommendations for the PY 2023 CDBG funding. The final of these four meetings was a public hearing. The Board is being asked to approve these funding recommendations.

 

Anticipated Future Actions/Commitments

After the Board approves the Resolution approving the Final PY 2023 Action Plan, the Plan will be submitted to HUD on or before the August 10, 2023 deadline.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Program Consortium, the Village is submitting the PY 2023 Action Plan to HUD in partnership with Cook County.
