Prior Board Action

On December 3, 2024, the Village Board adopted RES 24-361, a Resolution Approving the Renewal of a Professional Services Agreement with Securitas Security Services USA, Inc. in an Amount Not to Exceed $717,031.00 for Security and Support Staff Services at Village Parking Structures and in Amount Not to Exceed $76,519.00 for Security and Support Staff Services Provided at Village Hall from January 1, 2025, through December 31, 2025, and Authorizing Its Execution. 

Background

Village-owned parking structures provide a majority of the public parking available in the DTOP and Hemmingway Business District areas through a combination of permit parking and transient, or daily, parking. The Village uses contracted security staff within the public parking garages in these areas. These contracted staff also patrol the OPRF High School community parking garage and the public portion of the Lake & Forest parking garage. In addition to providing safety services, security personnel provide citizens and customers with personal interaction to assist with utilizing pay station equipment and other customer service issues that may arise at the parking facilities. The Village also utilizes contracted security staff at Village Hall after regular business hours to monitor the lobby, direct visitors to the appropriate location, and monitor and control access to the main and upper levels of Village Hall.

It is necessary to amend the Professional Services Agreement to account for the anticipated billable hours that will be necessary to staff the parking garages for the remainder of FY 25.

Budget Impact

Staff submitted a new funding budget amendment to the Finance Department to amend the FY 25 budget as follows:

5060-43770-784-530667 = $20,742.25

5060-43770-783-530667 = $12,445.35

TOTAL request = $82,969.00

Staff Recommendation

Adopt the Resolution.

Advantages:

                     The Village will be able to provide the same level of security and customer support services at Village-owned parking structures for the remainder of FY 25.

Disadvantages:

                     The Village will amend its FY 25 budget, increasing expenses by $82,969.00.

Alternatives

Alternative 1:

The Village Board could not approve the Resolution.

Advantages:

                     The Village would not need to amend the FY 25 budget.

Disadvantages:

                     Staff will have to determine how to operate the garages with reduced security and customer support services for the remainder of FY 25.

Anticipated Future Actions

Staff will issue a request for proposals for security and support staff services for FY 2026 in the late summer of this year.
