Introduction
overview
Historically, the Village has entered into license agreements with private entities to provide overnight parking in high-demand residential areas without sufficient public parking options. The proposed Parking Lot License Agreement with Pilgrim Congregational Church of Oak Park would continue this arrangement for Fiscal Year 2026 and allow the Village to administer overnight parking permits in Municipal Lot 22, located at 460 Lake Street.

Prior Board Action
The Board has taken the following prior action(s):
• On December 3, 2024, the Village Board adopted Resolution 24-379, approving a one-year renewal of the parking lot license agreement with Pilgrim Congregational Church for Fiscal Year 2025.
• On April 19, 2021, the Village Board adopted Resolution 21-107, authorizing a three-year parking lot license agreement with Pilgrim Congregational Church.
• On May 5, 2003, the Village Board adopted a Resolution authorizing a fifteen-year parking lot license agreement with Pilgrim Congregational Church.
Background
The Village and Pilgrim Congregational Church entered into a parking lot license agreement on April 19, 2021, which expires on December 31, 2025. The lot operates as Municipal Lot 22 and allows the Village to provide overnight parking permits for residents who lack access to off-street options.
The proposed agreement provides for a one-year term, effective January 1, 2026, and includes the following provisions:
1. The Village may issue up to twenty (20) overnight parking permits, valid daily from 6:00 p.m. to 7:30 a.m.
2. Pilgrim Congregational Church will receive 85% of the Village’s annual net parking permit receipts, after deducting $4,000.00 each year for snow and ice removal costs performed by the Village.
While the Oak Park Farmers’ Market continues to contract separately for use of the same lot during its Saturday operating season, the agreement under consideration pertains solely to overnight permit parking, subject to the relevant parking restrictions outlined in Section 2.8.
Timing Considerations
Approval of this Resolution prior to the current agreement’s expiration will ensure uninterrupted use of the lot for overnight parking and allow residents to renew their permits for the 2026 calendar year without disruption.
Budget Impact
Funding for this agreement is included in the Proposed FY 2026 Parking Fund Budget under Lot Rental Reimbursement, account #5060.43770.787.540707. Payments to Pilgrim Congregational Church are based on net revenue from overnight parking permits issued for this location.

Staff Recommendation
Staff recommends adoption of the Resolution approving the one-year Parking Lot License Agreement with Pilgrim Congregational Church for Fiscal Year 2026 and authorizing its execution.

• Provides a flexible, revenue-based payment structure for the lot license.
• Requires no direct maintenance or utility costs from the Village.
