Background

The Village of Oak Park receives federal Community Development Block Grant (CDBG) funds annually as an entitlement community. This grant has different regulations and program requirements that the Village of Oak Park must adhere to remain compliant with the U.S. Department of Housing and Urban Development (HUD). The proposed substantial amendment to the 2020-2024 Consolidated Plan and 2023 and 2024 Annual Action Plans is essential to ensure the municipality's compliance with federal regulations and to effectively address evolving community needs. This amendment allows for the reallocation of resources, within the program year, to a different goal to align with feedback received from HUD. By updating these plans, the Village ensures that available funding and data are utilized in a manner that maximizes impact and supports long-term community goals.

The proposed amendment aims to enhance transparency and provide clearer data points, ensuring that information is better organized and aligned with the priorities originally identified. While no new funding or programs are being introduced, the amendment serves to clarify the work completed since 2020 and evaluate the effectiveness of funds allocated to these priorities. This effort is intended to streamline reporting and offer a more comprehensive understanding of the impact of the municipality's investments.

Timing Considerations

Following approval by the Village Board of Trustees, a 30-day public comment period will commence to gather community feedback. This timing ensures ample opportunity for public engagement and input. After the comment period concludes, the amendment will be submitted to HUD for review. Upon HUD's approval, the necessary updates will be made, and the data will be adjusted in the IDIS reporting system to reflect the approved changes. This timeline allows for a thorough and transparent process while adhering to HUD's requirements.

There is no fiscal impact from the amendment.

DEI Impact

The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives are: 1) benefit to low- and moderate-income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.

Oak Park CDBG program focuses on the first national objective which benefits low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).

Once approved by the Village Board of Trustees a 30-day public comment period will commence which includes a public hearing to gather community feedback.

Adopt the Resolution

Advantages:

                     Adopting the Resolution allows for staff to ensure accurate, transparent data is collected and reported to the Village of Oak Park but also to HUD.

Disadvantages:

                     Staff find no disadvantages to the proposed action.

 

Alternatives

 

Alternative 1:

Ask for additional staff analysis and review of the proposed amendments based on Board feedback.

Advantages:

                     Staff find no advantages to this alternative.

Disadvantages:

                     Dependent on the feedback provided by the Board, though HUD has reviewed the changes proposed.
