Overview
As directed by the Village Board at the June 11th, 2024 meeting, staff negotiated an agreement with Ray King for the Flame Beacon illuminated vertical sculpture for the South Boulevard and Oak Park Avenue intersection as part of the proposed Oak Park Avenue Streetscape project. The cost to fabricate and install the sculpture is $154,250. The additional amount reflects costs for contract bonds and in-ground lights to illuminate the sculpture.

Background
As directed by the Village Board at their June 11th meeting, staff negotiated an agreement with Ray King for the Flame Beacon illuminated vertical sculpture for the South Boulevard and Oak Park Avenue intersection as part of the proposed Oak Park Avenue Streetscape project. The original cost estimate for the sculpture was $150,000. During negotiations, staff requested to add three (3) in-ground lights to up-light the sculpture at night for a more dramatic nighttime experience. These lights and the costs for providing a contact bond increased the cost of the sculpture from the original $150,000 estimate to $154,250.
Pending approval of the agreement, Ray King will start the sculpture's design this summer with fabrication starting in late fall. The design will include decorative patterns for the sidewalk pavers at the sculpture’s base. Installation of the sculpture is planned for the fall of 2025 during the streetscape project.
The Flame Beacon sculpture is approximately 16 feet tall and made of stainless steel and dichroic laminated safety glass. The dichroic glass will interact with sunlight and change colors depending on the angle of the sun and viewing perspective. According to the artist, the concept is a twisting geometric beacon of interlocking dodecahedrons that expands outward, then narrows up toward a point. This elegant geometric structure appears almost like a singular rising flame from afar. While up close, one can see the intricate structure and interlocking geometry within the beacon. The dichroic glass with interior LED illumination will create a nighttime experience capturing the attention of the passersby and passengers on the trains.
Fiscal Impact
There are available funds in the Fiscal Year 2024 Budget in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, External Support account no. 3095-43780-101-530667 to cover the $69,250 needed for the 2024 portion of the agreement. The proposed Fiscal Year 2025 Budget will include the additional $92,000 needed for this art installation as part of the Oak Park Avenue Streetscape Project’s cost in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, Streetscaping account no. 3095-43780-101-570959.
