Recommended Action

Provide direction to the Village Manager regarding the purchase of the new Pierce Enforcer 100’ Ascendant Tower fire ladder truck.

Background

The Village of Oak Park Fire Department has been offered a First Right of Refusal to purchase a new Pierce Enforcer 100’ Ascendant Tower. By exercising this option and prepaying for the 2026 unit, the Village will receive several significant financial benefits. The benefits include a $190,000 trade-in credit for the Village’s 2014 E-One Tower, a pre-2027 emissions-compliant engine, resulting in additional savings of approximately $56,000, and an additional discount of $80,056 by utilizing the prepayment option.

In total, these savings will reduce the purchase price by a combined $326,00 to $1,925,600.

The ladder truck is a critical asset in delivering fire protection services to our residents and visitors. We are requesting approval for the prepayment purchase of this new ladder truck, which will be delivered during fiscal year 2026. This purchase will ensure the continued delivery of high-quality, reliable fire and rescue services.

Planning within the Houston-Galveston Area Council (HGAC) Consortium Pricing, staff have been working closely with the manufacturer to design a truck that meets the following criteria:

                     Compliance with required specifications

                     Enhanced safety features

                     Compatibility with the operational needs of the Oak Park Fire Department (OPFD)

                     Cost-effectiveness

 

After evaluating several manufacturers and configurations, staff recommends the Pierce Enforcer, which offers superior maneuverability, increased driver visibility, and better operational performance on Oak Park’s narrower streets.

 

Timing Considerations

The agreement to purchase must be executed by November 1, 2025.

Budget Impact

The funding will be taken from any savings from the current year, as well as a transfer from the fund balance.

Staff Recommendation
