Introduction

overview

The Engineering Division requested a proposal Baxter & Woodman, Inc. to provide design engineering for Chlorine Conversion at the North, South and Central Pump Stations. Baxter & Woodman has previously managed pump station improvements in the Village and is most qualified to perform these services. Design work is planned to start in May for this project, with the intention of producing plans and specification for construction under a separate contract in 2027.

Prior Board Action

The Board has taken the following prior actions:

                     The Village Board renewed the Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services in 2026 on December 9, 2025 (RES 25-355).

                     The Village Board renewed the Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services in 2025 on December 3, 2024 (RES 24-387).

                     The Village entered into a Master Agreement for Professional Engineering Services with Edwin Hancock Engineering Co on September 21, 2021 (RES 21-220).

Background

The Engineering Division requested a proposal Baxter & Woodman, Inc. to provide design engineering for Chlorine Conversion at the North, South and Central Pump Stations. Baxter & Woodman has previously managed pump station improvements in the Village and is most qualified to perform these services.  Baxter Woodman is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.

The purpose of the project is to switch the existing gaseous chlorine injection systems at the North, South and Central Pump Stations with liquid chlorine injection systems.  Liquid chlorine is safer to store and the switch will prevent having to install improved safeguards that will be required in the future if gaseous chlorine is stored at the pump station.

Timing Considerations

Adoption of the Resolution at this time will allow for the consultant to begin design and permitting work to prepare construction documents for bidding in the fall of 2026 for construction in 2027.

Financial Impact

The FY2026 Budget includes $32,500 for the design of this project in the Water & Sewer Fund, Public Works - Water, Water Supply, Capital Improvements, account no. 5040-43730-776-570707. There are available funds in this same account from the deferral of the Central Pump Station Valve Replacement Project to fund the remaining $59,500 needed for the design of this project.

Staff Recommendation

Adopt the Resolution, which will allow for the work to start for designing the Chlorine Conversion. 

Advantages:

                     This Task Order will allow for the procurement of needed services.

Disadvantages:

                     This Task Order requires the expenditure of funds of $92,000.

Alternatives

Alternative 1:

The Board can delay action to gain additional information.

Advantages:

                     Board Members would be presented with the additional information they requested.

Disadvantages:

                     The timing of the eventual Board action could impact the desired implementation schedule.

Alternative 2:

The Board can vote down the item.

Advantages:

                     Potential cost savings of $92,000.

 

Disadvantages:

                     More expensive safeguards will need to be designed and installed at the pump stations to allow them to continue to use gaseous chlorine.

Anticipated Future Actions

There will be a separate future contract presented to the Village Board for the construction of the improvements in late 2026 or early 2027.
