Scoville Avenue and the temporary elimination of parking spaces on both sides of the street. The school district requests a waiver of the applicable fees for this right-of-way obstruction through February 28, 2026.

Background
As part of School District 200’s IMAGINE Master Plan, the proposed development consists of a four-story building addition faced with brick and stone. The new addition will replace a 104,025 square foot portion of the school building. The District has committed to achieving LEED Silver Certification with the potential for Gold level, installing a green roof, accommodating PV arrays, and potentially installing a geothermal well in 2025.
The approved logistics plan for the development calls for the installation of a four (4) foot tall construction fence along N. Scoville Avenue. The fence would begin just south of the current main entrance at N. Scoville Avenue and Ontario Street and span south just north of the entrance to the Village-owned OPRF High School Community Parking Garage. The fence line would leave one 12-foot-wide lane open for one-way southbound traffic on N. Scoville Avenue towards Lake Street. This is temporary and only needed for the construction period.
School District 200 requests a waiver of the applicable fees for the right of way obstruction, as detailed in their request letter.
Fiscal Impact
The applicable right-of-way obstruction permit fee and parking obstruction fee, payable to the Village’s Parking Enterprise Fund, for the 25 on-street parking spaces for the period of May 28, 2024 through February 28, 2026, amounts to $494,575.00. This fee represents the waiver needed for the complete project timeline and should not require the extention requests as seen in other projects.

On September 5, 2023, the Village Board adopted ORD 23-87, concurring with the Plan Commission and granting a special use permit for a major planned development containing a four-story educational institution building addition at the property located at 201 North Scoville Avenue.
