                     On March 5, 2018, the Board approved an Intergovernmental Agreement for shared use of parking facilities (RES 18-824).

Background

The Village of Oak Park and the Park District of Oak Park have maintained a longstanding intergovernmental partnership for the shared use of parking facilities. This Agreement represents a renewal and continuation of prior agreements approved in 2018. This original agreement was approved for five years, ending in 2023. This partnership has continued in the same manner since 2023, but reestablishing the IGA would be best and appropriate. The proposed Agreement continues this partnership while clarifying operational terms. The Village will continue to manage permit parking at the Rehm Pool Parking Lot (Lot 53), including establishing permit fees and retaining associated revenues. In exchange, the Park District will continue to receive parking accommodations for its employees at the Oak Park and River Forest High School Garage (Lot 19), Village Lot 61, and designated on-street parking along Adams Street. It also removes outdated provisions associated with previously redeveloped sites.

Timing Considerations

Approval of this Agreement is needed to ensure continuity of shared parking operations and avoid disruption to current permit holders and Park District employees. This proposed agreement will end in 2027, to better align with other such IGA timeframes.

Financial Impact

The Parking Fund will continue to receive revenue generated from permit sales at the Rehm Pool Parking Lot. Based on historical data from 2019 through 2025, the program has generated an average of approximately $5,400 annually, with permit counts averaging approximately 15 permits per year. Revenue and utilization have varied year to year, with annual revenue ranging from approximately $1,494 to $10,287 depending on seasonal demand and usage levels.

While revenue is not the primary driver of this agreement, the permit program provides a modest and consistent revenue stream to the Parking Fund while supporting shared use of public parking assets. The proposed agreement maintains the Village’s ability to establish permit pricing and retain all associated revenue.

Operations Impact

This Agreement reflects an existing operational arrangement and will not significantly impact current staffing levels. Parking and Mobility Services staff will continue to manage permit operations, enforcement, and coordination with the Park District as part of normal business operations.

Staff Recommendation

Staff recommends approval of the Intergovernmental Agreement as it provides a clear, structured framework for the shared use of parking facilities between the Village and the Park District while maintaining operational efficiency and service continuity.

Advantages:

                     Maintains revenue generation for the Village through permit sales.

                     Supports intergovernmental collaboration and efficient use of public assets.

Disadvantages:

                     Requires coordination between agencies for special events and operational changes.

                     Limits flexibility in reallocating parking resources during peak demand periods.

Alternatives

Alternative 1:

The Board can elect not to approve the Intergovernmental Agreement.

Advantages:

                     Allows the Village to reevaluate and potentially repurpose parking assets independently

                     Eliminates the need for intergovernmental coordination

Disadvantages:

                     Disrupts existing parking arrangements for Park District employees and permit holders

                     May require development of alternative parking solutions, creating operational challenges
