Fiscal Impact
The FY2017 budget provides $3,000,000 for local street construction in the Capital Improvement Fund, account no. 3095-43780-101-570951. There is currently $2,106,754 available in this account to fund this $120,591 contract which will leave $1,986,163 remaining to fund the associated construction project which only needs $1,959,948 from this account.
Background
This project is for the construction management of the resurfacing project throughout the Village. This project consists of 14 locations of streets and parking lot resurfacing for about 2 miles of total resurfacing. This is the second and final resurfacing project of the year which focuses on streets needing deeper repair than the resurfacing projects from the first contract.
The Engineering Division requested proposals from 10 consulting firms to provide construction management services for the project. 9 consultants provided proposals and three consultants were interviewed. Staff utilized a Qualifications Based Selection (QBS) process similar to the IDOT process for federally funded projects. This process selects firms to be interviewed for the project based on their experience and merits, then through negotiations, engages the consultant to provide the creative and technical work required at a fair and reasonable cost.
