Introduction

Pursuant to Chapter 2 (“Administration”), Article 30 (“Citizens Police Oversight Committee”), Section 2-30-2 (“Duties”) of the Oak Park Village Code, the Citizens Police Oversight Committee (CPOC) shall provide written reports to the Village Board or such standing or ad hoc committee of the Village Board as the Village Board may designate, on a semiannual basis, concerning the Committee’s activities and any information and analysis of such information which the committee may have compiled as a result of its activities during the preceding six months.

Recommended Action
Receive the CPOC Semi-Annual Report.
Prior Board Action
The Village Board previously received the semi-annual report on November 19, 2024. On that date, the Board also approved a professional services agreement with Pivot Consulting Group to conduct a review of the Village police oversight function.
Background
The CPOC last submitted a semi-annual report to the Village Board of Trustees on November 19, 2024, for the period of July 2023 through June 2024.

Police oversight is designed to provide transparency and accountability in policing, which, as an institution, has had a disproportionate impact on communities of color. Police oversight can benefit not only individual complainants, but also the police force and the larger community by establishing or reinforcing trust and accountability.

Staff Recommendation
Staff recommends the Village Board receive the Semi-Annual Report, as is customary.
The report also includes recommendations for the Village Board to adopt a Flock ALPR Oversight & Investigative Search Reporting Model. Staff does not recommend adopting a significant change to the CPOC’s role and authority at this time due to the active review of the Village’s police oversight function. If the Village Board is interested in learning more about the CPOC’s Flock ALPR Oversight & Investigative Search Reporting Model, staff recommend scheduling a study session for a more in-depth discussion.
Advantages:
• Maintains the semi-annual reporting process
• Takes into consideration the current police oversight review being conducted by an outside firm that the Board has already authorized
Disadvantages:
• Delays the consideration of the proposed CPOC initiative
Alternatives
Alternative 1:
The Board could request that CPOC review and revise its semi-annual report.
Advantages:
• Absent policy direction from the Board, there are no advantages/disadvantages to this alternative
Disadvantages:
• Delays submittal of CPOC semi-annual reporting
Anticipated Future Actions
CPOC will continue to provide reporting to the Board as required under its enabling ordinance. Should the Board wish to consider CPOC’s recommendation, staff will schedule a study session.
