Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

As part of the Village’s residential waste hauling contract, institutional locations (i.e. Schools, Park District, not-for-profit or religious organizations) can receive the benefit of competitive pricing for refuse, recycling, and yard-waste/compost service.  With a new contract for these services to begin on April 1, 2022, the proposed amendment updates the Village code to reflect a change in the manner of how these services are managed.

Fiscal Impact

There is no fiscal impact to the Village since the cost for these services is billed directly from the contractor to the institutional account holder.

 

Background

The Village’s residential waste hauling contract requires the waste hauler to offer trash, recycling, and yard-waste/food scrap collection for institutional locations.  There are approximately 65 institutional locations that take advantage of the Village’s competitive pricing. 

 

The institutional customers pay the contractor directly at the rate provided in the waste hauling contract.  Institutional customers can stop refuse service at any time and secure other private waste hauling services.  In the past, the Village managed these accounts and billed the users directly for the services.  With the new contractor, the managing and billing of these services will be completed by them and not the Village.

 

As a result of this change in billing method, Section 20-7-21 “Institutional Customer Rates” of the Village Code is not necessary and can be deleted.  This item allows for this change.

The Board can delay action to gain additional information.

 

Previous Board Action

Fees for refuse, recycling, and yard waste collection and disposal were last increased at the Village Board meeting on November 2020 for 2021 services.

The Village Board will review residential waste hauling rates in November of 2022 for Fiscal Year 2023.

 

Intergovernmental Cooperation Opportunities

Oak Park Institutional locations (Park District, District 97, Religious Institutions, and various other Village nonprofit agencies) are able to utilize refuse services at the Villages contract prices.
