Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Village levies a tax upon the geographic area often referred to as Downtown Oak Park. This area coincides with the legally designated Special Service Area Number One. This levy, against property within the district, is used for the marketing of the business district.

Prior Board Action

The Village Board last approved an Ordinance for Special Service Area One at its meeting held on December 3, 2024 (ORD 24-188).

Background

Special Service Area (SSA) Number One was created by Village Ordinance on December 17, 1973, and provides for a special annual tax levy on properties located within the Downtown Oak Park area. The taxes are collected by the Cook County Treasurer and remitted to the Village. The Finance Department then forwards the levy proceeds to Downtown Oak Park, the organization that the Village has contracted within the area that provides marketing support and maintenance functions for SSA #1.

The requested levy of $800,000 will be used to fund FY26 budgeted Downtown Oak Park (DTOP) expenditures.

Staff Recommendation

Advantages:

                     This action will ensure the Village can provide DTOP with funding to provide maintenance and marketing functions.

Disadvantages:

                     This action requires the levying of additional funds in Special Service Area One.

Alternatives

Alternative 1:

The Board can elect not to levy additional funds on Special Service Area One.

Advantages:

                     This action will reduce the overall burden of the levy on Special Service Area One.

Disadvantages:

                     DTOP will not have funds to provide maintenance and marketing functions.

Alternative 2:

The Board can elect to seek a different source of funding for Special Service Area One.

Advantages:

                     Staff will provide the Board with different options for funding Special Service Area One if identified.

Disadvantages:

                     This action may delay funding to Special Service Area One.

                     Additional sources of funding must be identified to fund Special Service Area One.
