Overview

Overview

The Village received numerous reports of sewer backups on Hayes Avenue north of Augusta Street as a result of the July 2, 2023 rain event. In order to improve the sewer capacity of Hayes, staff recommends installing an overflow sewer on Augusta from Hayes to Taylor. Augusta is currently under construction as part of Project 23-1, Sewer and Water Main Improvements and this is the best opportunity to build this sewer at the lowest cost and with the least amount of disruption.  .End

Background

The Village received multiple reports of sewer backups from the 700 and 800 blocks of Hayes Avenue from Augusta Street to Division Street, following the significant rain event on July 2, 2023. Staff reviewed the sewer system serving these blocks and there appears to be a lack of adequate capacity in the existing sewer on Thomas Street and on Lombard Avenue to adequately convey the sewage from these blocks of Hayes. In order to improve the performance of the sewers on Hayes, staff recommends installing an overflow sewer on Augusta Street from Hayes to Taylor and connecting this new overflow sewer to the existing 48-inch relief sewer on Taylor.

This block of Augusta is already under construction as part of Project 23-1, Sewer and Water Main Improvements with the Village’s contractor, Cerniglia Co. Originally, only water main work was planned in this immediate area. Staff and the Village’s consultant, Baxter & Woodman, Inc., designed the proposed overflow sewer on Augusta and requested pricing from Cerniglia Co. to complete this work. The costs for this additional work are $159,634 and adjust the approved contract amount with Cerniglia Co. from $3,119,566 to $3,279,200. Since the roadway is already under construction, this is the best and least expensive opportunity to perform this work. There are available funds in the Fiscal Year 2023 Budget to cover the additional costs for this work.

Fiscal Impact

There is currently $940,798 available in the Fiscal Year 2023 Water and Sewer Fund Budget in account # 5040-43750-781-570707 (Public Works - Sewer, Sewer Collection, Capital Improvements) from savings from deferred projects, to cover the $159,634 needed for this change order.
