Overview
The Village requested bids for the purchase of portable speed radar signs, equipment, and software. The portable speed radar signs display drivers’ speed to calm traffic and can also be used to collect traffic speed and volume data for review by the Engineering Division for traffic calming petitions as part of the pre-screening tools. The Village received four bids for the devices and software with the low bid from Traffic Logix Corporation for both the equipment and software licenses.

Fiscal Impact
The FY2022 Budget includes $32,000 in the Capital Improvement Fund, Public Works - Engineering, Traffic Calming Improvements account no. 3095.43780.101.570955 for the purchase of these speed radar devices. There are available funds in this same account to cover the additional $80 needed for these devices.
Background
The Village requested bids for four portable speed radar signs, equipment, and software licensing. These devices are used to calm traffic by indicating to drivers their current speeds. They also can be used to capture traffic data for vehicle speeds and volumes of cars. Data collection is typically done when the speed radar devices appear to be off so as not to alter drivers when they are speeding and skew data. Per the approved traffic calming petition process, these devices will be used to easily and cheaply collect traffic data for pre-screening future traffic calming petitions. These devices will also be used in areas based on concerns from residents or as directed by staff. The devices are portable and easily installed by the Public Works Department. Traffic data captured by these devices is uploaded automatically to the vendor’s website and will be downloaded by Engineering staff and analyzed.
Based on the available budget and low quote from Traffic Logix Corporation, staff is recommending purchasing eight (8) speed radar devices, eight (8) spare batteries, and eight (8) battery chargers. Solar options for these devices are available but are not being purchased since solar is often not feasible due to tree canopy coverage on the residential streets where these are typically placed. The software license for these devices is a four-year license term for a cost of $350 per device per year with the first year free.
