Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Background

Seoul Ave Corporation dba Seoul Ave (“Seoul Ave”) seeks a Restaurant Class B-1 liquor license. The license would permit Seoul Ave to sell alcoholic liquor for consumption at the restaurant. Seoul Ave is a Korean restaurant located at 728 Lake Street in Oak Park. Seoul Ave will offer both lunch and dinner and provide a casual yet special experience where everyone can experience Korean cuisine. 

At its February 24, 2025, regular meeting, the Liquor Control Review Board (“LCRB”) unanimously voted to recommend that Seoul Ave be granted a Class B-1 liquor license.

This item is specifically related to the Board’s goal to support new and existing small businesses and districts in furtherance of economic vitality. The Law and Development Services Departments have been working on this item in preparation to bring it to the Board.     

Timing Considerations

Seoul Ave would like to start serving alcoholic liquor as soon as possible.

Budget Impact

There is no budget impact associated with this item.

Staffing Impact

The Law Department and the Development Services Department are primarily responsible for this item.  A public meeting was held on February 25, 2025, that was attended by staff members from Law and Development Services. The Law Department spends approximately five (5) hours on each liquor license application, which includes preparing meeting minutes and LCRB packets, sending LCRB emails, and attending public hearings. The Development Services Department spends approximately ten (10) to twelve (12) hours on each application, which includes meetings with the applicant, processing the application and subsequent documents, and attending public hearings.

DEI Impact

There is no DEI impact because the Village’s liquor license applications are open and available to everyone.

Community Input

A public hearing was held on February 25, 2025. The Liquor Control Review Board has unanimously voted to recommend that Seoul Ave be granted a Class B-1 liquor license.

Staff Recommendation

Adopt the Ordinance.

Advantages:

                     Approval of the liquor license can benefit the local economy by allowing the business to sell alcohol.

                     Approval of the liquor license advances the Village Board’s goal to support new and existing small businesses.

                     The Village receives sales tax on alcohol sold in restaurants with liquor licenses.

Disadvantages:

                     There are no disadvantages to adopting the Ordinance.

Alternatives

Alternative 1:

Do not adopt the Ordinance.

Advantages:

                     There are no advantages if the Board does not adopt the Ordinance.

Disadvantages:

                     If the Board does not adopt the Ordinance, the Village’s local economy will not benefit from the creation of jobs, payment of taxes, and attraction of new businesses.
