Overview
Based on recent Transportation Commission recommendations and Board approval, staff presents the Village’s Daytime Parking Restrictions Map to the Village Board for codification. This proposed map identifies all existing on-street daytime parking restrictions, inclusive of all approved changes to date. It should be noted this map does not contain any revisions discussed by the Village Board at the study session regarding parking held on February 14.

Background
Pursuant to the Village Code, the Board of Trustees establishes parking regulations, which are primarily captured in Chapter 15. In addition, it is necessary on a bi-annual basis that the Board approves a comprehensive street map of the Village which identifies all existing Daytime Parking Restrictions, inclusive of changes recommended to date by the Transportation Commission and authorized by the Board of Trustees.
Attached is the current “Village of Oak Park Daytime Parking Restrictions” map. The map shows the following on-street daytime parking restrictions: 1.) Time Restrictions (Example - No Parking Monday - Friday 8 am - 10 am, not inclusive of weekly street cleaning restrictions within the on-street overnight permit parking areas); 2.) Time Limits (Example - Maximum parking of 2 hours Monday - Friday 9 am - 5 pm); 3.) Resident daytime permit parking; 4.) Non-resident daytime permit parking (Example - Student permits as established in 15-3-18 of the Village Code.); 5.) No parking anytime; and 6.) The parking pilot program restrictions.
The Daytime Parking Restrictions map does not include parking restrictions that are traffic safety-related (Example - “No Parking Here to Corner” locations, crosswalks, driveways). Further, the Daytime Parking Restrictions Map does not include on-street parking meter locations, loading zones, or designated disabled parking locations.

Previous Board Action
On July 6, 2021, The Village Board approved the Transportation Commission’s Recommendation to install resident permit parking only 10 p.m. - 2:30 a.m. on the 1150 block of South Harvey Avenue.
On August 8, 2021, the Village Board approved the Transportation Commission’s recommendations to replace Fenwick High School on-street student permit parking restrictions with daytime restrictions consistent with adjacent blocks.
Citizen Advisory Commission Action
On June 8, 2021, The Transportation Commission reviewed and approved the parking petition to install resident permit parking only 10 p.m. - 2:30 p.m. on the 1150 block of South Harvey Avenue.
In the summer of 2020, Fenwick High School completed its five-story parking garage; this resulted in the High School not needing on-street student permit parking for their students. On July 13, 2021, the Transportation Commission reviewed and approved to replace the on-street student permit parking on Adams Street, Washington Blvd, Randolph Street, and Pleasant Street from Ridgeland Avenue to Oak Park Avenue. The student permit parking restrictions were replaced with daytime restrictions such as 2 hr. parking 9 a.m. - 5 p.m., resident permit parking only, or no parking 8 a.m. - 10 a.m. depending on the block to correlate with adjacent block restrictions.
