Background

Concentra is a partner of the Village who provides occupational health services, which include pre-employment physicals, worksite injury evaluation and treatment, Department of Transportation random drug screening, and other occupational health-related services. The Village last conducted a Request for Proposals (RFP) in 2022, at which time, Concentra was selected by the RFP Committee due to overall quality, value, proximity, and high-quality services offered. The most recent contractor services agreement allowed for two one-year extensions, of which this is the first extension.

In accordance with the original contractor services agreement, cost increases are capped by the regional Consumer Price Index (CPI), and reflect a 2.5% increase over the contractual rates from the 2022-2025 agreement.

Budget Impact

Costs associated with the use of Concentra are consistent with the current adopted budget and typically are paid through Account No. 1001.41080.101.530646 (Pre-employment Testing), which is budgeted at $15,000 in FY2025, and Account No. 1001.41080.101.560652 (Employee Physicals), which is budgeted at $7,500 in FY2025.

Staff Recommendation

Adopt the resolution for a one-year renewal of the contractor services agreement with Concentra for occupational health.

Advantages:

                     Concentra is a high-quality partner to the Village for occupational health services.

                     A renewal prevents service disruption.

Disadvantages:

                     By not conducting an RFP, it is unknown at this time if the Village could receive high quality services with lower costs from an alternative provider.

Alternatives

Alternative 1:

The Board could direct staff to conduct a Request for Proposals for occupational health services.

Advantages:

                     This ensures the Village is receiving high-quality services at market rates.

Disadvantages:

                     A transition of services providers may delay pre-employment physicals for new employees as they onboard or disrupt services for employees injured in the workplace.
