Overview
The Program Year (PY) 2024 Action Plan is part of the five-year PY 2020-2024 Consolidated Plan for Housing and Community Development, which guides decisions for allocating Community Development Block Grant funds. The Village Board released the Draft PY 2024 Action Plan for a 30-day comment period, and with no comments received, it may now approve the final PY 2024 Action Plan and allow the Village Manager to submit the Plan to the U.S. Department of Housing and Urban Development.

Background
Each year, the Village must prepare an Action Plan to receive Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”). The purpose of the CDBG Program is to meet the needs of primarily low- and moderate-income persons. The Action Plan describes Village funding allocations for Program Year 2024 (“PY 2024”), which begins on October 1, 2024.
The Village will receive $1,581,724 in CDBG funding for PY 2024, a 1% increase from the $1,539,187 received in PY 2023. The Village did not receive CDBG Emergency Solutions Grant (ESG) monies in PY 2024 and has not received these monies since PY 2019.
The Community Development Citizen Advisory Commission (CDCAC) reviewed PY 2024 applications, held three public meetings, and recommends specific funding allocations to the Village Board for numerous non-profit agencies that will carry out CDBG Public Services, CDBG Facility Improvement projects, and CDBG Administration. These recommendations became part of the draft PY 2024 Action Plan which includes Village-operated projects, Public Works infrastructure, Neighborhood Services housing programs, and the Public Health Department Farmer’s Market.
Fiscal Impact
The Village of Oak Park is an entitlement community receiving an annual grant from HUD. There is no fiscal impact on the General Revenue funds. All monies will come from the CDBG fund. The total cost of the proposed program is $2,226,282.88. This will come from $1,581,724 in PY 2024 CDBG funds and $644,558.88 in 2022 prior year funds.
DEI Impact
The CDBG program requires that each activity funded, except for administration, meets one of three national objectives. The three national objectives area: 1) benefit to low- and moderate-income (LMI) persons; 2) aid in the prevention or elimination of slums or blight; and 3) meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.
The Oak Park CDBG program focuses on the first national objective to benefit low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).
Alternatives
The Village Board could choose not approve the resolution. Doing so would impact staff’s ability to submit the plan to HUD on or before the August 15, 2024 deadline, imperil the Village’s PY 2024 CDBG allocation, and leave important projects and programs unfunded.
Previous Board Action
On June 4, 2024, the Village Board approved the PY 2024 program funding, per subrecipient, based on the CDCAC recommendations.
On June 18, 2024, the Village Board approved the release of the draft PY 2024 Action Plan for a 30-day public comment period.
Citizen Advisory Commission Action
The CDCAC reviewed applications, held three public meetings, including two meetings of applicant presentations, and developed the recommendations for the PY 2024 CDBG funding. The last of these three meetings was a Public Hearing. There were no formal public comments at the Public Hearing.
Anticipated Future Actions/Commitments
After the Board approves the Resolution approving the Final PY 2024 Action Plan, the Plan will be submitted to HUD on or before the August 15, 2024 deadline.
Intergovernmental Cooperation Opportunities
As a member of the Cook County HOME Program Consortium, the Village is submitting the PY 2024 Action Plan to HUD in partnership with Cook County.
