Introduction

The Village received an Invest in Cook Grant in the amount of $250,000 to help fund the construction of the 2026 Neighborhood Greenway/Bike Boulevard project. The Intergovernmental Agreement (IGA) defines the terms and conditions of the grant and construction processes. The 2026 projects are currently being designed fall for construction to occur in the summer of 2026. The estimated cost for construction is $2.5M.

Prior Board Action
The Board has taken the following prior action:
* The Village Board approved a Resolution Authorizing the Submission of an Invest in Cook Grant Application for the 2026 Neighborhood Greenway Construction Project on March 11, 2025 (RES 25-173)
Background
The Village was recently awarded an Invest in Cook Grant to help fund the construction of the 2026 Neighborhood Greenway/Bike Boulevard (NG) project. Staff applied for this grant in March of this year. The $250,000 grant will help fund a portion of the construction costs which are estimated at $2,500,000. Design is already underway for construction to occur next summer. The Transportation Commission will review the draft design and provide input on any requested revisions.
A map showing the draft locations is included in the IGA. The proposed 2026 project will complete the remaining portions of the NG system.
Timing Considerations
Adoption of the Resolution at this time will allow for the project to move forward at its anticipated schedule which will allow for construction to be completed in the desired timeframe.
Budget Impact
The proposed FY26 Budget includes $2,500,000 for construction of the 2026 Neighborhood Greenway system in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, Bicycle Plan Improvements account no. 3095-43780-101-570967. The Cook County grant will reimburse the Village $250,000 for the construction costs for this project.
Staffing Impact
There is no staffing impact associated with this item. The item aligns with the department's core service delivery.
DEI Impact
The improvements align with Climate Action Goals CA01, VT01-2, VT09 and TS01 to improve pedestrian safety and reduce vehicle emissions by creating more opportunities for bicycle travel.
Community Input
There has been no community input given in relation to this item. The Transportation Commission will review the draft plans for the 2026 Neighborhood Greenway project to provide any input on the design.
Staff Recommendation
Adopt the Resolution, which will allow for the Village to receive funds to help offset costs for construction of the Neighborhood Greenway system.
