Overview
The Lombard Avenue Bridge requires expansion joint replacement on the north side of the bridge that crosses I-290. The expansion joint is located where the bridge deck meets the roadway. This expansion joint has failed and is need of replacement.

Fiscal Impact
The FY 2017 Capital Improvement Fund provides funds in the amount of $30,000.00 to perform Home Avenue Bridge Repairs, in the Local Street Construction account, no. 3095-43780-101-570951. The Home Avenue bridge work is proposed to be deferred until 2018 to allow this priority work on the Lombard Avenue bridge to be completed.
The cost for the expansion joint replacement performed by Path Construction Company, Inc. shall not exceed $28,850.00.
Background
In late 2016 Public Works staff became aware that the expansion joint on the Lombard Avenue bridge crossing I-290 had failed and was in need of repair. The expansion joint consists of rubber strips connected to metal plates bolted into the concrete surface of the bridge on one side and the roadway on the other. This allows a flexible area to conform to change in temperature that cause the surfaces to expand or contract. A temporary repair was made at that time to make the roadway safe but a more permanent repair is needed.
Competitive bids were opened on September 8th, 2017 in response to a call for bids for the Lombard Avenue Bridge Expansion Joint Project on August 23rd, 2017. The bid was advertised in the local paper, the Village web site, and three bid packages were sent out to contractors. Four bids were received.
The low responsible bid was submitted by Path Construction Company, Inc. of Arlington Heights, Illinois for the amount of $26,850.00. After examining the site with the contractor, staff is recommending increasing the contract value by an extra $2,000 to cover additional concrete patching beyond what was originally in the scope of the project but is necessary to complete the installation of the new expansion joint.

Anticipated Future Actions/Commitments
It is anticipated that similar maintenance work on different bridges will be necessary until they are ultimately replaced in the future as part of a more extensive I-290 improvement project.
