Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

As part of the five-year Program Year (PY) 2020-2024 Consolidated Plan for Housing and Community Development (“Con Plan”) that guides decisions for allocating Community Development Block Grant (“CDBG”) funds, the Village has prepared the draft PY 2021 Action Plan, which includes proposed CDBG activities that the Community Development Citizens Advisory Committee (“CDCAC”) recommended and that the Board is now being asked to approve.

Fiscal Impact

The Village is an entitlement jurisdiction that receives a direct allocation of Community Development Block Grant (CDBG) funds. For Program Year 2021 (“ PY 2021”), the Village’s allocation will be approximately $1,629,530, and as a result, there is no fiscal impact to the Village’s General Revenue Fund. In prior years, the Village also received an allocation of funds under the Emergency Solutions Grant (“ESG”) program which was primarily used to fund the activities of Housing Forward. However, due to a change in the Federal funding formula the Village was not eligible for ESG funding for Program Year 2020 (“PY2020”) and is not eligible for PY 2021 funding either. The Village’s allocation was added to the State allocation. The Village has certified with the state that Housing Forward is an eligible partner to receive the allocation that would have normally been distributed by the Village. As a result, Housing Forward will not lose any funding from the ESG program.

 

Background

Each year, the Village must prepare an Annual Action Plan (“Action Plan”) in order to receive Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”). The purpose of the CDBG Program is to meet the needs of primarily low- and moderate-income persons. The  Action Plan describes the funding allocations the Village is making for Program Year 2021 (“PY 2021”), which starts on October 1, 2021, in order to serve these populations.

 

The Village will receive $1,629,530 in CDBG funding for PY 2021. The CDCAC reviewed PY 2021 applications and is now recommending specific funding allocations to the Village Board for numerous non-profit agencies that will carry out CDBG Public Services and CDBG Facility Improvement projects. These recommendations became part of the draft PY 2021 Action Plan, as do numerous Village-run CDBG  activities including infrastructure improvements in qualified low-income census tracts those activities will be reviewed by the Village Board as part of the Capital Improvement budget process.

Citizen Advisory Commission Action

With regard to the draft PY 2021 Action Plan, the Community Development Citizens Advisory Committee (CDCAC) reviewed only the funding requests from the non-profit applicants, heard applicant presentations and is making recommendations regarding only those CDBG applications for PY 2021 funding. The Board is being asked to approve these funding recommendations.

 

Anticipated Future Actions/Commitments

After the Board approves the Resolution releasing the draft PY 2021 Action Plan for a 30-day comment period, the Village will advertise the availability of the document, and the public can review them and provide comments. After this comment period, a final PY 2021 Action Plan will go to the Village Board for approval; this will be submitted to HUD on or before August 13, 2021. Additionally, contract for services with each non-profit applicant will be presented to the Village Board for approval.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Program Consortium, the Village is submitting the PY 2021 Action Plan to HUD in partnership with Cook County.
