Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Public Works Department is responsible for maintaining approximately 250 lane miles which includes the sweeping of main arterials and residential streets as well as the twelve separate Business District Areas. Lakeshore Recycling Systems LLC provided the lowest responsible bid.

Background

One of the core responsibilities of the Public Works Department is the regular sweeping of Village streets. For the past twelve years, this service has been performed by an external contractor. The Village maintains approximately 250 lane miles of roadway that require routine sweeping. Business districts and primary thoroughfares, as well as residential streets, are typically swept ten times per year. The proposed contract continues this standard, providing for ten sweepings annually.

In preparation for the 2026 Village-Wide Street Sweeping Services, a call for bids was issued on August 12, 2025. The solicitation was advertised in the Wednesday Journal and posted on the Village’s website. Competitive bids were opened on September 19, 2025, and three submissions were received. The lowest responsible bid was submitted by Lakeshore Recycling Systems LLC. A summary of the bids is attached for reference.

Lakeshore Recycling Systems LLC has successfully provided similar services to neighboring municipalities over the past three years. Their performance has been consistently responsive, reliable, and of high quality. Based on their proven track record and competitive pricing, staff recommends awarding the contract to Lakeshore Recycling Systems LLC.

The Fiscal Year 2026 Street Services budget, General Contractual account no. 1001-43740-761-530660 allocated $150,000 for these services.
