Overview

Overview

Additional costs were discovered during construction of the Watermain Valve Replacement Project for traffic signal work and for contaminated soil disposal.  The change order adjusts the previously approved contract amount of $120,250 to $134,415.

Body

Staff Recommendation

Approve the Resolution.

Fiscal Impact

There are available funds for this change order in the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, account no. 5040-43730-777-570707 which has $711,106 available to fund the $14,165 cost of this change order.

Background

The Watermain Valve Replacement project is currently nearing completion and due to unforeseen conditions the project will be over the awarded contract amount of $120,250 by $14,165 and adjusts the final contract amount to $134,415.

During construction potential soil contamination was discovered at multiple locations which required additional costs for soil disposal.  The work to dispose of the contaminated soil was authorized during construction in order to ensure that contaminated soils would not stay stockpiled on streets longer than needed and to ensure that lane closures and work on major roadways for the valve replacements could be completed in a timely fashion and roads reopened.  The additional costs to dispose of the contaminated soils is $5,215.  At the time that staff authorized these additional costs it was assumed that the remainder of the project would be able to be completed without additional change orders and would not require Village Board authorization of increased costs per the Village’s Purchasing Policy.

Additional costs were also incurred based on IDOT permit requirements for a valve replacement at the intersection of Harlem and Augusta.  In the middle of November the Village received the IDOT permit for the work at Harlem and Augusta.  IDOT required the Village’s contractor to assume the traffic signal maintenance during the work which cost an additional $10,000 which was not anticipated.  Due to the lateness of the construction season staff authorized the contractor to proceed with this required traffic signal maintenance work in order to not delay the project until the spring of 2019 in order to replace the defective valve at this location.
