Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Fiscal Year 2026 Capital Building Improvements Fund provides for the purchase of a MOHAWK Six-Mobile Column Lift System and Safety Stands. The new mobile column lift system will be added to the existing layout, improving the efficiency of the Public Works Fleet Services Division. This purchase will be made through the Sourcewell Joint Purchasing Program, an opportunity for governments to leverage and pool resources for better pricing.

Prior Board Action

The Village Board approved funding the project as part of the Fiscal Year 2026 Capital Improvement Budget on December 9, 2025 (ORD-25-220).

Background

Each year, the Village allocates funds for Capital Improvements. The Public Works Department manages the budget for Capital Improvements, including Building Improvements. Several Divisions have equipment and vehicles that have increased in size and weight as newer models are purchased. The Fleet Services division is equipped with only one 18-year-old lift capable of lifting the heaviest equipment.

The intent of the addition of the MOHAWK Six-Column Lift System is to enable the Fleet Division to operate more efficiently and safely in maintaining the Village Fleet, in addition to being a backup to the existing in-ground heavy-duty truck lift.

Fleet Services' layout has an open, large vehicle bay that would be better utilized with the ability to lift vehicles. The column lifts can be repositioned to work on vehicles in multiple locations. It would be possible to transport the mobile lifts to the Firehouses if the need arose.

Timing Considerations

Adoption at this time will allow for the delivery of items on a suitable schedule.

Budget Impact

The agreement with MOHAWK LIFTS LLC will include their base quote amount of $121,440.31.  The not-to-exceed amount of $127,512.32 includes a five percent (5%) contingency in the event of unforeseen surcharges. The 5% amount is in accordance with the purchase policy regarding change orders.

The Fiscal Year 2026 Capital Building Improvements Budget provides $150,000.00 in account No. 3012-43790-101-540673 for Fleet Mobile Column Lifts. 

Equipment will be provided through the Sourcewell Purchasing Program, Mohawk Lifts, LLC Contract #121223-MRL.

Operating Impact

This proposed item is a core service responsibility of the Public Works Department. This equipment will be used on frontline Public Works and Fire first responder equipment for maintenance and repairs of said equipment.

Staff Recommendation

Adopt the Resolution

Advantages:

                     This action will provide a new equipment warranty.

                     Newer safety features and a wireless operation are included.

                     This lift was act as a back-up to aging legacy equipment.

                     The lift will be an expanded use of existing space.

Disadvantages:

                     This action requires the expenditure of Funds.

Alternatives

Alternative 1:

The Board can table the item for additional information or discussion.

Advantages:

                     Board members would be presented with the additional information they requested.

Disadvantages:

                     Delays could result in the village’s inability to purchase the currently available equipment, at the current price, causing it to get an updated quote at a possibly increased price.

                     This action may increase stress on legacy equipment.

Alternative 2:

The Board can vote down the item.

Advantages:

                     This action can result in the saving of funds.

Disadvantages:

                     Staff would be required to begin the process to request approval for the purchase of said equipment again.

                     This action would place more stress on an older Village asset.

Anticipated Future Actions

The Public Works Department anticipates bringing resolutions authorizing vehicle/equipment purchases, as authorized per the approved Building Improvements Budget, to the Village Board as equipment ordering windows become available.
