Overview
As directed by the Village Board at the June 11, 2024 meeting, staff negotiated an agreement with Graham Carraway of J. Graham, LLC. for the fabrication, installation, and purchase of an art installation under the viaduct on Oak Park Avenue as part of the proposed Oak Park Avenue Streetscape project. The cost to fabricate and install the art is $235,000. The additional expense reflects costs for aluminum panels to wrap the corners of the viaduct along North and South Boulevard.

Background
As directed by the Village Board at their June 11, 2024 meeting, staff negotiated an agreement with J. Graham, LLC. for the fabrication, installation, and purchasing of an art installation under the viaduct on Oak Park Avenue as part of the proposed Oak Park Avenue Streetscape project. The original cost estimate for the installation was $200,000. During negotiations, staff requested to use an aluminum panel system to wrap the mural around the corners of the viaduct on the North and South Blvd corners as opposed to painting the concrete wall. The additional expense for the aluminum panel system, including the cost to provide a contact bond, increased the total cost for the installation from the original estimate of $200,000 to $235,000.
Pending approval of the agreement, Graham Carraway will start the design of the mural this summer. The design will be reviewed by the Oak Park Area Arts Council and staff before approval for installation. Following approval of the artwork, fabrication of the panel system will start in late 2024. Installation of the artwork is planned for fall 2025 during the streetscape project.
Graham’s concept for the art installation under the viaduct goes beyond traditional sculpture; it is designed to be an interactive and immersive experience for the audience. Combining both fabricated elements and a mural component, his vision aims to invite individuals to actively participate in the artwork, thus transforming the installation into a dynamic and engaging space. By incorporating elements that allow individuals to insert themselves into the artwork, the artist hopes to foster a sense of ownership and connection among residents and visitors alike. The concept includes aluminum panels along the viaduct walls with illuminated archways fabricated into the panels. The archways would be lit by multiple colored LEDs that would be programmed to allow for changing colors. The metal panels would also incorporate cutouts that allow decorative lighting to come through the panel and interact with the mural which will be painted on the aluminum panels. The design of the mural would be in a similar style as the mural shown on page 5 of the artist’s proposal but incorporate local elements from the community. The final design of the mural will be reviewed by the internal selection team which includes representatives from the OPAAC and Oak Park Art League.
Fiscal Impact
There are available funds in the Fiscal Year 2024 budget in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, External Support account no. 3095-43780-101-530667 to cover the $45,000 needed for the 2024 portion of the agreement. The proposed Fiscal Year 2025 Budget will include the additional $190,000 needed for this art installation as part of the Oak Park Avenue Streetscape Project’s cost in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, Streetscaping account no. 3095-43780-101-570959.
