The purpose of this agenda item is to request Village Board concurrence with the Transportation Commission’s recommendation to designate limited on-street “Staff Permit Parking” for employees of Beye Elementary School to alleviate staff parking challenges during the academic year.

Recommended Action

Staff recommends that the Village Board adopt the motion concurring with the Transportation Commission’s recommendation to establish “Staff Permit Parking 7:00 A.M. to 4:00 P.M., Monday through Friday, August 15 through June 15” for staff at Beye Elementary School, located at 230 N. Cuyler Avenue.

Background

On May 12, 2025, the Parking and Mobility Services Division received correspondence from Anna Harlan, Administrative Assistant at Beye Elementary School, stating that several staff members had received parking citations because of existing “No Parking 8:00 A.M. to 10:00 A.M. Monday through Friday” restrictions surrounding the school. Beye Elementary does not have a dedicated parking lot, and staff rely solely on nearby on-street parking.

In August 2025, staff met with Ms. Harlan at Beye Elementary to review options. Several other Oak Park schools operate with similar “Staff Permit Parking” programs that allow staff access during the school day while maintaining public parking availability outside school hours.

On September 22, 2025, Village staff mailed notices to residents near the proposed permit areas on Erie Street and Cuyler Avenue. The notices described the proposal and invited written or in-person testimony before the Transportation Commission. The item was presented to the Commission on October 13, 2025.

After the staff presentation and discussion of public comments, the Transportation Commission voted to recommend approval of the following parking areas:

                     North side of the 200 block of Erie Street between Harvey and Cuyler Avenues

                     South side of the 200 block of Erie Street between Harvey and the driveway

                     East side of the 200 block of North Cuyler Avenue from Erie Street to 230 North Cuyler Door 1W

This will provide approximately 21 parking spaces for Beye Elementary staff during the school year.

Timing Considerations

There are no specific timing considerations associated with this item. However, if approved, implementation will occur as soon as possible in conjunction with Public Works.

Budget Impact

There are sufficient funds in the Parking Enterprise Fund for the signage installation and system configuration.

Staffing Impact

There is no staffing impact associated with this item. The item aligns with the department’s core services.

DEI Impact

This item supports equitable access for educators who serve the community. Reliable and consistent parking promotes staff retention and punctuality and ensures employees can focus on the needs of students. The program also balances parking availability for residents during evenings, weekends, and non-school months.

Community Input

The Transportation Commission review this matter at their October 13, 2025, meeting. Public outreach included mailed notifications to affected residents on September 22, 2025. One written comment was received from a resident of 300 North Cuyler Avenue opposing the proposal. The residents expressed concern about reduced residential parking availability and suggested alternatives such as modifying or removing the 8:00 A.M. to 10:00 A.M. restriction, allowing staff permits during those hours, or using other blocks with available parking. This public comment was entered into the record and considered by the Transportation Commission before they voted to recommend approval. The Transportation Commission voted unanimously in support of this item.

Staff Recommendation

Staff recommend that the Village Board concur with the Transportation Commission’s recommendation and approve the establishment of staff permit parking as proposed.

Advantages:

                     Provides consistent parking access for school staff without removing evening or weekend public access.

                     Reduces parking citations and stress for educators while improving operational efficiency.

                     Maintains resident access outside school hours and limits the total number of designated spaces.

                     This aligns with the Village’s 2002 Guidelines for Permit Parking, specifically Section VIII(A), which states that daytime on-street non-resident permit parking shall be limited to streets that are not adjacent to residential frontage.

Disadvantages:

                     Some residents may perceive reduced parking convenience during school hours.

                     Adjustments may be required based on utilization or future community feedback.

Alternatives

Alternative 1: Maintain Existing Parking Restrictions

Advantages:

                     Maintains current conditions for residents.

                     Requires no changes to signage or enforcement processes.

                     No extra expense to the Village.

Disadvantages:

                     Does not address Beye Elementary staff parking concerns.

                     Continues to create operational challenges and potential conflicts between staff and residents.

Alternative 2: Modify Current 8:00 A.M. to 10:00 A.M. Restriction to Allow Staff Permits

Advantages:

                     Provides partial relief for staff parking by allowing flexibility during the current restricted period.

                     Creates a consistent approach for accommodating school staff during the morning arrival period.

Disadvantages:

                     Eliminates the current restriction entirely, which may increase parking congestion for both residents and school staff since any vehicle could park during those hours.

                     Reduces parking turnover and could cause extended vehicle storage near the school, creating new enforcement challenges.

Anticipated Future Actions

Staff will monitor parking occupancy and feedback from residents and Beye Elementary staff during the first school year of implementation. If necessary, modifications to hours, locations, or permit criteria will be brought back to the Transportation Commission for review.
