Fenwick High School is requesting the approval of a special use permit to construct a temporary accessory parking lot in the C-Commercial District and Madison Street Overlay District to support their parking needs with landscaping and parking lot allowances.

Background
The Subject Properties; two parcels are vacant due to the demolition of two of the three buildings on the subject parcels; they were originally a laundromat, Stelton Motors and the third parcel is a remaining building housing a carwash all located on the north side of Madison Street east of East Avenue in the C-Commercial District and the Madison Street Overlay District. The applicant plans to construct a temporary accessory parking lot for Fenwick related vehicles and busses. Section 6.3 (A) of the Zoning Ordinance of the Village of Oak Park allows schools to construct accessory parking lots within 250 feet of the principal structure via a special use permit.
The applicant is also requesting relief from Section 3.9.6 (G) (Parking Restrictions), Section 6.4.3 (Parking-Lot Perimeter Landscaping) and Section 6.4.4 (Parking Lot Interior Landscaping), which sections require that off-street parking shall be located behind buildings, as well as requiring landscaping around the perimeter and the interior of parking lots, respectively.
Fenwick School has long range plans to develop the northeast corner of Madison and East Avenue as a High School campus with an attached parking structure. The proposed temporary parking lot would be removed and replaced with lawn and an entry feature for the campus.
Alternatives
Denying the special use permit would not allow the proposed temporary parking lot.
Previous Board Action
At their July 20, 2015 meeting, the Village Board authorized a referral of the special use to the Zoning Board of Appeals to hold a public hearing.
Citizen Advisory Commission Action
The Zoning Board of Appeals held a public hearing on July 22, 2015. The Zoning Board of Appeals ratified their findings of fact on July 22, 2015. The Zoning Board of Appeals is transmitting a written report of their findings and recommendation to the President and Board of Appeals as incorporated.

Intergovernmental Cooperation Opportunities
Zoning and land use matters are unique to Village government within the corporate limits of Oak Park and therefore, intergovernmental cooperation opportunities do not exist.
