Background

Royale Liquors LLC dba Pete’s Fresh Market #21 seeks a Package Class C-1 liquor license. This license would allow for Pete’s Fresh Market to sell liquor, beer, and wine in the original packaging, not to be consumed on-site. Located at 668 Madison Street, Pete’s Fresh Market is working on opening its doors soon to the community.

At its April 28, 2026 regular meeting, the Liquor Control Review Board (“LCRB”) unanimously voted to recommend that Pete’s Fresh Market be granted a C-1 liquor license.

Timing Considerations

If approved, Pete’s Fresh Market would be able to receive a liquor license at the moment its business license is issued, and the market is ready to open its doors for business.

Staff Recommendation

Adopt the Ordinance.

Approval of the license can benefit the local economy by allowing the business to sell alcohol.

Approval of the license advances the Village Board’s goal to support new and existing small businesses.

Disadvantages:

There are no disadvantages to adopting the Ordinance.

Alternatives

Alternative 1:

The Village Board can decide not to adopt the Ordinance.

Advantages:

There is no advantage if the Village Board does not adopt the Ordinance.

Disadvantages:

If the Ordinance is not adopted, the Village’s local economy will not benefit from the creation of jobs, payment of taxes and attraction of new business.
