Recommendation
Recommendation
Adopt the Resolution.
Fiscal Impact
We would receive $115,678 from IDPH to fund the Cooperative Agreement for Emergency Response position (epidemiologist). For the two fellow positions, the Village is responsible for in-kind equipment and supplies and round-trip travel to Atlanta (CDC) for four federal meetings, over the two-year period. Staff is requesting $12,000 in ARPA funds for these expenses.
Background
For the IDPH grant, funds were made available by CDC via the Crisis Cooperative Agreement pursuant to the American Rescue Plan Act of 2021 (P.L. 117-2). The Act provides additional relief to address the continued impact of the Coronavirus Disease 2019 (COVID-19) pandemic on State and Local Public Health systems. To support the governmental public health response to COVID-19, the Centers for Disease Control and Prevention (CDC) activated CDC-RFA-TP18-1802 Cooperative Agreement for Emergency Response: Public Health Crisis Response.
CDC and IDPH expect public health agencies to use available funding to recruit, hire, and train personnel to address projected jurisdictional COVID-19 response needs over the performance period, including hiring personnel to build capacity to address public health priorities deriving from COVID-19.
The Health Department will apply to be a host site for both the CDC and CSTE Fellows. If selected, the CDC and CSTE will assign the Health Department a fellow. The grant deadline for the CSTE Fellow is January 14, 2022. The grant deadline for the PHAP Fellow is a rolling review.
