Motor Fuel Tax (MFT) Funds can be used to pay up to half the costs of the Village’s share of eligible items for the federally funded Oak Park Avenue Resurfacing project.  The Village receives MFT funds from the state to be used for projects or maintenance of the roadways.  This resolution authorizes the use of up to $257,542 to fund the Village’s share of the Oak Park Avenue Resurfacing project.

Fiscal Impact

The FY 2021 Budget includes $257,542 in the Motor Fuel Tax Fund, Construction Resurfacing account no. 2038-43780-101-570951 for this project.

 

Background

Motor Fuel Tax funds can be used to fund up to half of the eligible local costs for the Oak Park Avenue resurfacing project.  This resolution authorizes up to $257,542 in MFT funds for this project. 

 

The Illinois Department of Transportation bid the project this January and the project is nearing completion.  The resurfacing project included resurfacing Oak Park Avenue from Roosevelt Road to Pleasant Street and from Ontario Street to North Avenue along with corner sidewalk ramp improvements and safety improvements for bump-outs, pedestrian-activated beacons at four intersections, and an enhanced bike crossing at the Erie intersection for the future bike boulevard.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the February 1, 2021, regular Board meeting, the Village Board approved a Professional Services Agreement with TranSystems Corporation for Construction Engineering for the Oak Park Avenue Improvement Projects in an Amount Not to Exceed $999,102. 

 

At the July 20, 2020, regular Board meeting, the Village Board approved a Local Public Agency Agreement for Federal Participation with the State Of Illinois for Construction of the Oak Park Avenue Resurfacing Project, Section Number 19-00265-00-RS, and a Resolution authorizing local funding for the Federally Funded Oak Park Avenue Resurfacing Project, Section Number 19-00265-00-RS. 

 

At the Village Board meeting on September 16, 2019, the Village Board approved a Resolution approving a Professional Services Agreement with Terra Engineering, Ltd. for the Design of the Oak Park Avenue Resurfacing, Utility, and Streetscape Projects, in an amount not to exceed $775,037 and authorizing its execution as reviewed at the September 9, 2019, Special Meeting.

 

At the special Village Board meeting on September 9, 2019, the Village Board was given a presentation on the design and construction of the Oak Park Avenue Resurfacing, Utility, and Streetscaping projects.

 

At the Village Board meeting on November 21, 2016, the Village Board approved authorizing the submission of a Federal Surface Transportation Program Grant Application for the Oak Park Avenue Streetscape and Resurfacing Project.
