Introduction

The Village received competitive bids for Project 25-4, Alley Improvements. The low responsible bid was submitted by Triggi Construction, Inc. in an amount of $2,295,308 which is under the budgeted amount of $2,600,000. Staff recommends including an additional alley in the construction contract and awarding the contract in an amount not to exceed $2,534,405. The project includes the replacement of thirteen alley segments using local funds and four alley segments using federal Community Development Block Grant (CDBG) funds. Should the CDBG funds not be available due to executive orders, these four alley segments will be omitted from the construction project.

The Board has taken the following prior action:
• The Village Board approved a Task Order for Professional Engineering Services with Edwin Hancock Engineering Co. for Construction Engineering Services for Alley Improvements in 2025 in an Amount Not to Exceed $198,520 on March 4, 2025 (RES 25-157).
Background
The Village received competitive bids for Project 25-4, Alley Improvements. Nine contractors picked up bid documents, and three bids were received. The low-responsible bid was submitted by Triggi Construction, Inc. in an amount of $2,295,308. Staff is recommending to include an additional alley, which has already been designed, in the construction contract at a cost of $239,096 and awarding the construction contract in an amount not to exceed $2,534,405.
The 2025 alley project includes rebuilding sixteen alley segments throughout the Village, plus the additional alley. Four of the alley segments proposed to be replaced are being funded using $600,000 in CDBG funds since these alleys are in low-to-moderate-income census tracts. Due to recent executive orders, CDBG funds may not be available to fund the construction of these four alleys. If the Village cannot utilize the CDBG funds, these four alleys will be omitted from the construction of the project and deferred to future years. A map showing the locations of the alleys being replaced as part of this contract is attached.
Work is planned to start in late March/early April and be completed by late July.
The contractor, Triggi Construction, Inc., has previously completed alley improvements in the Village of Oak Park and done an excellent job.
Timing Considerations
Adoption of the Resolution at this time will allow the contractor to complete construction in the desired timeframe. Construction of the project is scheduled to be completed by July of this year.
Budget Impact
The project is proposed to be funded using Community Development Block Grant (CDBG) Funds and Capital Improvement Funds (CIP).
The cost for the four alley segments funded by CDBG funds is $551,996. There is $600,000 available to fund the $551,996 needed for the construction of the four CDBG-eligible alleys in the FY25 Budget for this project in the CDBG account for VOP Public Works - Alleys account no. 2083-46201-101-583657.
There is $2,040,000 available to fund the remaining $1,982,409 needed for this project in the FY 2025 Budget Capital Improvement Fund, Public Works - Engineering, Alley Improvements account no. 3095-43780-101-570964.

This project includes the replacement of four alley segments in census tracts with greater than 50% low-to-moderate income residents.
