Introduction

The Village of Oak Park Personnel Manual includes personnel policies that set expectations for employee and management responsibilities, ensure employees are treated in a consistent manner, inform employees of their rights and benefits, and comply with State and Federal rules and regulations. Staff regularly review the Personnel Manual and make periodic updates to ensure the Village complies with applicable laws and that the policy manual is consistent with the Village’s authorized budget. Appendices I and VII have been updated to reflect changes to the authorized positions and classifications in Fiscal Year 2025.

• June 5, 2023 - the Village Board adopted an updated Appendix I & Appendix VII in line with the Village Manager’s reorganization of various Village Departments
• February 6, 2023 - The Village Board adopted updated Appendix I & Appendix VII to reflect newly created or eliminated non-union job classifications approved in fiscal year 2023
Background
The Village Board regularly adopts updated Appendices I and VII to reflect updates to positions pursuant to the annual budget process. The Board last adopted a revised pay plan on June 11, 2024, following a non-union classification and compensation study conducted by GovHR (now MGT) over the course of the 2023-2024 calendar years. As a part of that study, staff recommend, at minimum, a bi-annual review of salary minimums and maximums to ensure that wages for non-union employees remain competitive in line with the Board’s compensation philosophy.

Staff Recommendation
Adopt the Resolution
Advantages:
• Aligns Village policies to the FY25 adopted budget
Disadvantages:
• There are no disadvantages to this recommendation
Alternatives
Alternative 1:
The Village Board could direct staff to review and revise existing salary ranges in Appendix VII
Advantages:
• The data for the non-union compensation and classification study is over a year old. There is an opportunity to review changes to the existing market and align compensation pursuant to the Village’s compensation philosophy.
Disadvantages:
• There may be costs associated with reviewing the current employment market as comparable to the Village.
Anticipated Future Actions
Staff will bring forward recommendations to update the salary minimums and maximums in FY26.
