Overview

The Village will amend the PY 2023 Action Plan by repurposing funds of $200,000 originally allocated for street resurfacing to ADA Sidewalk replacement. With this amendment, the new allocation of the PY 2023 Sidewalk replacement is $600,000. There will not be a PY 2023 CDBG funding allocation for street resurfacing.

Background

As an Entitlement Community, the Village of Oak Park receives an annual CDBG grant allocation from the U.S. Department of Housing and Urban Development and uses the funds for a variety of locally-determined projects. 

The Village invests part of its annual allocation of grant funds in Public Works projects. As approved by the Village Board at the October 30, 2023, meeting as part of the FY 2024-2028 Capital Improvement Plan, the proposed increased in ADA Sidewalk replacement will remove and replace sidewalk squares that are not ADA (American with Disabilities Act) and PROWAG (Public right of Way Accessibility Guidelines) compliant.

 

Fiscal Impact

The adopted FY 2024-2028 Capital Improvement Plan includes $600,000 in account # 2083.46201.101.583656 in FY 2024 for sidewalk improvements.

 

DEI Impact

The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives are: 1) Benefit to low and moderate income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.

 

Oak Park CDBG program focuses on the first national objective which benefits low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).

Previous Board Action

On July 31, 2023, the Village Board approved the PY 2023 Annual Action Plan.

 

On October 30, 2023, the Village Board approved the FY 2024-2028 Capital Improvement Plan which includes using $600,000 in CDBG funds for sidewalk improvements in 2024. 

 

Citizen Advisory Commission Action

The Community Development Citizens Advisory Committee (CDCAC) only reviews fund requests from non-profit applicants. The CDCAC does not review Village of Oak Park Public Works agreements. Staff reviewed the application in this case.

 

Anticipated Future Actions/Commitments

Pending the Village Board’s approval of the Resolution and the release of the substantial amendment for a 30-day public comment period, the Village will advertise the amendments, and the public can review these and provide comments until January 8, 2024. There will be a public hearing on January 4, 2024. After this, the request for release of funds can be submitted to HUD for authority to use grant funds.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Consortium, the Village will amend the Annual Action Plan in partnership with Cook County.
