The Fiscal Year 2026 Fleet Replacement Fund includes the replacement of two (2) Unmarked Police vehicles. The vehicles are planned to be replaced with 2026 Ford Utility Hybrid Unmarked Police Interceptor Vehicles with Police Package. The Suburban Purchasing Cooperative (SPC) awarded the bid to Currie Motors of Frankfort, Illinois.

Prior Board Action

The Village Board approved funding the program as part of the Fiscal Year 2026 Capital Improvement Budget on December 9, 2025 (ORD-25-220).

Background

The vehicles being replaced are considered emergency response vehicles, and the consequences of their downtime could compromise the safety of citizens and those who work in the village.

The new vehicles include the standard Police package and all-wheel Drive and come with a three-year, 36,000-mile bumper-to-bumper and five-year, 100,000-mile drivetrain warranty. 

The Hybrid drive system has the potential to save a minimum of 30% in fuel usage compared to frontline Patrol vehicles currently employed by the Village. The Village has found that Hybrid vehicles historically get double the MPG of their regular ICE (Internal Combustion Engine) counterparts.

Each year, the Village allocates funds for the annual replacement of vehicles in the Fleet Replacement Fund. The Public Works Department manages the budget for vehicles that will replace those units that have reached the end of their service life under the fleet replacement program. 

The intent of the fleet replacement program is to replace vehicles and equipment using the established criteria for replacement of fleet vehicles/equipment, including the age of vehicle/year purchased, mileage or hours, type of use (full-time, seasonal, emergency, non-emergency, etc.), consequences of downtime, maintenance history & costs, drivers evaluations, trade-in or resale values and indispensability of vehicle/equipment as a guide to guard against excessive maintenance costs and low resale values.

The Fleet Division’s goal is to standardize vehicle acquisitions whenever possible in support of the fleet maintenance program and to operate the Village’s fleet in a fiscally responsible manner. The existing Police units will be reassigned, scrapped, or sold at auction. The Equipment Replacement Analysis Report for the vehicles being replaced is attached.

Timing Considerations

Adoption at this time will allow the Village to receive the current-year vehicles ordered within the manufacturer's order bank window.

Financial Impact

The purchase of two 2026 Ford Utility Hybrid Unmarked Police Interceptor Vehicles with Police Package will cost $106,094.00.

Funding is provided in the Fiscal Year 2026 Fleet Replacement Fund in account No. 3032-43900-857-570750. 

Funds for necessary equipment, such as light bars, graphics, sirens, etc., will also come from this account, but will be purchased separately from vendors who supply this equipment.

Operations Impact

The vehicles come with the latest safety features that support the Village’s Vision Zero plan and a hybrid drive system that provides markedly improved fuel economy over the existing vehicles.

DEI Impact

These vehicles will provide essential services that ensure accessibility for marginalized communities most in need and for Oak Park overall.

Staff Recommendation

Adopt the Resolution.

Advantages:

                     The new vehicles include a new vehicle warranty.

                     The new vehicles include new safety features, updated ABS, and SRS.

                     The new vehicles will have decreased tailpipe emissions and a better fuel economy.

Disadvantages:

                     This action requires the expenditure of funds.

Alternatives

Alternative 1:

The Board can table the item for additional information or discussion.

 

Advantages:

                     Board members would be presented with the additional information they requested.

Disadvantages:

                     Delays could prevent the village from being able to purchase the vehicles from the manufacturer’s allotted order bank. 

Alternative 2:

The Board can vote down the item.

Advantages:

                     There are no advantages to this alternative.

Disadvantages:

                     Staff would be required to begin the order process for vehicle replacements again.

                     This action would delay the replacement of older Village assets.

Anticipated Future Actions

The Public Works Department anticipates bringing resolutions authorizing vehicle/equipment purchases, as authorized per the approved Fleet Replacement Fund Budget, to the Village Board when vehicles or ordering windows become available.
